In order to curb the unhealthy phenomena such as price-cutting competition and disorderly affiliation, and further standardize the market order of survey and design, according to the relevant laws and regulations of the state and province, we hereby put forward the following opinions on strengthening the business record management of survey and design enterprises from outside the province:
I. Materials and requirements to be submitted for filing
1. Letter from the construction administrative department of the province, municipality directly under the Central Government and autonomous region where it is located. Those who come to handle the filing formalities must bring the original and photocopy of ID card, social security certificate and original power of attorney of legal person.
2 copies of the engineering survey and design certificate and the original and copy of the industrial and commercial business license.
3. Introduction to the project. Including the nature, scale and total investment of the project.
4. List of personnel participating in the survey and design of this project (in triplicate, see the annex for details). The title and specialty of the survey and design personnel shall be indicated; The registrar's seal is stamped on the back of the list; The form shall not be handwritten except for the "signature" column, and must be printed; Designers who sign the drawings must be on the list and sign in the "signature" column.
5. The original and photocopy of the title certificate, registration certificate and social security certificate of the survey and design personnel participating in the project, and the photocopy of the ID card of the project leader.
6. Three originals and one copy 1 copy of the construction engineering survey contract or construction engineering design contract uniformly printed by Shandong Province; The contract is complete and standardized, and the survey and design fee is detailed and clear, and the survey and design fee is not less than 80% of the national charging standard; If it is a cooperative project of several units, it should be filed with * * * *; A legal person must sign a contract. If an agent is entrusted to sign the contract, a power of attorney of the legal person must be issued.
7. Original and photocopy of liability insurance policy for construction engineering survey and design.
8. All materials must be stamped with the official seal of the unit; Not going through the filing procedures for branches in Shandong.
Second, the filing procedure
After undertaking business in Shandong, survey and design enterprises outside the province sign a construction project survey contract or a construction project design contract with Party A, they must register with the Provincial Construction Department for the record. Before filing, please log in to the "Policies and Regulations" column of Shandong Survey and Design Network () to consult the "Opinions on Strengthening the Business Filing Management of Survey and Design Enterprises Outside Shandong Province", and download, fill in and print the submitted materials according to the specified contents and requirements. The filing form and personnel list should be filled in and printed according to the number of copies required by the annex, signed by the enterprise legal person or entrusted agent and stamped with the official seal of the unit. The columns of No.,Approver, Approver, Remarks and Date shall be filled in by the personnel who handle the filing formalities.
Registration and filing shall be carried out in a single filing mode, one project at a time. After meeting the requirements, the registration and filing form for projects undertaken by engineering survey and design consulting units outside Shandong Province shall be issued, and the filing form, the original contract and the list of design personnel (3 copies each) shall be stamped with the special seal for review of engineering survey and design units outside Shandong Province.

Four. Related requirements
1. The competent department (room) of the Municipal Construction Committee (Construction Bureau) should attach great importance to the filing work and do a good job in auditing and filing;
2, the Municipal Construction Committee (Construction Bureau) in charge of the department (branch) or the construction drawing review agency should strictly check the list of project designers and their signatures, and check whether the project scale, design fees and project investment are consistent with the filing form;
3. Without the filing form and the original contract, the cities will not accept the engineering design projects undertaken by the survey and design enterprises outside Shandong Province;
4. The filing form and the list of designers shall be submitted in duplicate to the design department (office) of the city construction committee (construction bureau) where the project is located, 1 copy, and the other copy shall be handed over to the construction drawing review institution after being sealed by the design department;
5, provincial survey and design units across the city to undertake business registration with reference to this opinion.

2. Performance evaluation of foreign construction enterprises in Shandong Province
Four. Procedure:
(1) Examining the application materials of the enterprise; (2) enterprise information registered for the record; (3) Handling the Registration Certificate of Shandong Province for Construction Enterprises in Shandong Province; (four) from March to May each year for performance appraisal procedures.

Registration and performance appraisal shall submit the following materials:
(1) Letter of introduction issued by the provincial construction administrative department in the place where the enterprise is registered;

(3) Original and scanned copies of enterprise qualification certificate, business license and safety production license;
(four) the original and scanned copies of the registration certificates of construction enterprises from other provinces in various cities in Shandong Province (enterprise evaluation report);
(5) The output value of Shandong's construction industry in the last year (appraisal enterprise report);
(6) scanned ID card of the legal representative of the enterprise;
(seven) the power of attorney of the enterprise legal person, the original identity card and the scanned copy;
(8) The post-holding documents and scanned ID cards of the persons in charge of enterprises in Shandong.
