The graduation time stipulated in the academic certificate shall prevail for the fresh graduates of domestic universities, and the graduation time stipulated in the academic degree certificate of the study abroad service center of the Ministry of Education shall prevail for the fresh graduates of foreign universities. If the specific date is indicated in the academic certificate or the academic degree certificate of the study abroad service center of the Ministry of Education, the date indicated shall prevail; Only the graduation date is specified, if no specific date is specified, the graduation time is determined as the last day of the month.
3. Applicants who have enjoyed the living allowance for fresh graduates and obtained full-time college diplomas or academic degrees from universities outside China are not included in the living allowance for fresh graduates.
4. On-the-job personnel who have obtained full-time college diplomas or academic degrees from universities abroad are not included in the scope of living allowances for fresh graduates.

Applicants and reporting units should apply for living allowance in good faith, and the application information should be true and effective. If the applicant or reporting unit applies for or receives living allowance through fictitious labor relations, providing false information and other improper means, it will be included in the personal and enterprise credit information system, and the responsibility of the relevant units and individuals will be investigated according to law.
Third, the application materials (information)
1. Basic information such as the applicant's name, certificate number and bank card number should be provided when applying. Other required academic qualifications and social security information are obtained through data sharing and system comparison of Qin Qing Online.
Among them: graduates from universities outside the country (territory) also need to fill in academic degree information (including academic degree, graduation school, graduation time, etc. If you meet the application conditions, upload the academic degree certificate certified by the study abroad center of the Ministry of Education.
During the period of continuous insurance, the personnel who have the experience of labor dispatch and the work experience of labor dispatch (human resources) units must be verified by the current employer and fill in their actual historical employer and unified social credit code when making the first subsidy declaration, second subsidy and second subsidy audit in the western county (city) three years later.
2. If the applicant and the employer have any objection to the audit results, they shall provide the review materials as required.
