IT services refer to service products and service processes that meet users' IT needs. IT service products include: hardware integration, software integration (collectively referred to as system integration), general solutions, industry solutions and IT integration services. Service process refers to the whole process of meeting IT requirements, from IT service providers to provide IT consultation to users, to define IT requirements, to select appropriate IT service providers and service products, to implement IT projects, to test and evaluate the effect of IT services, and to maintain and upgrade in the later period. Because the IT requirements of an organization are always changing, the IT services provided to the organization must also change. This rapid change not only confuses users, but also makes IT difficult for IT service providers to provide services. Nowadays, IT is difficult for IT service providers to provide all IT services for an enterprise. IT is impossible for an IT service provider to have all IT service resources, and the IT needs of a user will be met by many IT service providers. The so-called IT one-stop solution is just information.
IT services at a certain stage usually appear in the form of IT projects (information projects). Thousands of IT project trading platforms classify IT project transactions into three types: inquiry purchase, bid negotiation and bidding. IT projects of small and medium-sized enterprises usually obtain IT service products from IT service providers in the form of inquiry procurement, which is suitable for IT projects such as hardware integration and software integration. Another widely used way is bidding negotiation, that is, contractors (users) directly negotiate with selected contractors (it service providers) on contracted it projects. Large-scale IT projects and government procurement IT projects should adopt the bidding method. Bidding refers to the behavior that the tenderer (buyer) issues a tender announcement, stating the name, specifications, quantity and other conditions of the purchased goods, and invites bidders (sellers) to bid at the specified time and place according to certain procedures.
