Fourth city, county (city) district special equipment safety supervision and management department (hereinafter referred to as the special equipment supervision department) is responsible for the supervision and management of elevator safety within their respective jurisdictions.
The competent construction department is responsible for the design review of elevator specifications and quantity configuration in the building, as well as the supervision and management of elevator shaft, machine room, pit, monitoring room and other building quality; Before the elevator is handed over to the use management unit, supervise the construction unit to perform the elevator safety management duties.
The real estate administrative department is responsible for guiding and supervising the property service enterprises entrusted with the management of elevators to perform their duties according to law; Handle and use special maintenance funds for residential elevators according to law.
The competent communication department shall, jointly with relevant departments, be responsible for the supervision and implementation of communication signal coverage of elevator shaft.
Safety production supervision, public security, planning, commerce, price, education, health and family planning, industry and commerce administration, transportation, tourism, sports and other relevant departments shall, according to their respective responsibilities, do a good job in elevator safety supervision and management. Fifth elevator production, operation and use management units shall abide by the provisions of the relevant national laws, regulations, safety technical specifications and related standards, establish and improve the elevator safety responsibility system, and ensure the safety of elevator production, operation and use. Sixth encourage elevator production, maintenance and use management units to insure elevator safety liability insurance. Seventh special equipment supervision departments and elevator production, maintenance and use management units and news media should take various forms to strengthen elevator safety education and publicity, popularize elevator safety knowledge, and enhance the public's elevator safety awareness and self-protection ability. Eighth elevator industry associations should strengthen industry self-discipline, promote the construction of industry credit system, and improve elevator safety management and service level. Chapter II Production and Operation Article 9 An elevator production unit shall obtain an elevator production license according to law, conduct production activities in accordance with relevant national standards and safety technical specifications, and be responsible for the quality of the elevators produced.
No unit or individual may forge, falsely use, alter, resell, lease or lend the elevator production license. Tenth elevator manufacturing units shall be responsible for the safety performance of the elevators and their components manufactured by them, and perform the following obligations:
(a) to provide a quality guarantee period of not less than two years from the date of the elevator supervision and inspection, and to repair or replace the elevator with quality problems during the quality guarantee period.
(two) to provide factory instructions, quality certificates, installation and maintenance instructions, type test certificates and other related technical information. The design service life of elevators or main components should be clearly marked in the factory instructions of the products.
(three) to provide necessary elevator spare parts, technical training and other technical assistance to the elevator use management unit.
(four) the safe operation of the elevator in use is tracked and investigated, and the improvement suggestions are put forward for the problems existing in the operation.
(five) found that there are serious accidents in the elevator, promptly inform the elevator management unit, and report to the local special equipment supervision department.
(6) If the elevator has signs that endanger safety due to reasons such as design and manufacture, it shall immediately stop production, take the initiative to recall, and bear relevant responsibilities.
(seven) to provide technical guidance for elevator scrapping, renewal and design change. Article 11 The elevator manufacturing unit shall equip the newly installed passenger elevators in public gathering places and residential quarters with detection devices with the functions of operation parameter collection and network remote transmission, and open the elevator operation fault detection signal interface to the elevator use management unit free of charge to facilitate elevator fault detection and analysis and emergency rescue.
Encourage manufacturing units to gradually open the elevator operation fault monitoring signal interface for elevators installed before the implementation of these measures.
The monitoring signal of elevator operation failure shall be networked with the daily maintenance unit. Twelfth construction projects need to install elevators, the construction unit shall set up elevators in accordance with relevant regulations and standards, to ensure that the specifications and quantity of elevators are compatible with the structure and use requirements of the building.
For escalators and moving sidewalks in public transport places such as stations and airports, the construction unit shall choose public transport elevators.
When the construction unit hands over the elevator to the elevator use management unit, it shall hand over the complete safety technical files, safety use warning signs and elevator use signs.
