The real estate registration center is a public institution directly under the Ministry of Land and Resources. Its main responsibilities are: to carry out research on the theory, policy and technical standards of real estate registration, to register and issue certificates for the right to use sea areas and islands approved by the State Council, and to register and issue certificates for state-owned land used by central state organs.
