Interim Provisions on Several Issues Concerning the Regular Evaluation and Appointment of Professional and Technical Positions in Yunnan Province

Article 1 The regular evaluation and engagement of professional and technical posts shall adhere to the principle and direction of the appointment system for professional and technical posts, and be conducted in accordance with the documents issued by the Central Committee [1986] No.3 and the State Council [1986] No.27 and the Provisional Regulations on Professional and Technical Posts approved by the former Central Leading Group for Professional Title Reform, the the State Council Leading Group for Professional Title Reform and the Ministry of Personnel. Article 2 The evaluation and appointment of professional and technical posts shall adhere to the principle of being able to go up and down, highlighting the level and ability, paying attention to work performance and contribution, selecting the best candidates, mobilizing and giving play to the enthusiasm, initiative and creativity of professional and technical personnel, serving the social and economic development of our province and the realization of the second-step strategic goal, and promoting unity and stabilizing the frontier. Article 3 The evaluation and engagement of professional and technical posts is highly policy-oriented and involves a wide range, and unified leadership and policies must be implemented. All localities and departments should formulate specific implementation opinions, which should be consistent with the relevant policies and regulations of the state, the leading group for professional title reform in the State Council, the Ministry of Personnel and the provincial leading group for professional title reform. In the implementation steps, it should be carried out in accordance with the unified deployment of the provincial title reform leading group. Article 4 The targets of regular evaluation and engagement of professional and technical posts are: professional and technical personnel who are directly engaged in professional and technical work within the scope of the trial regulations on professional and technical posts approved by the state in enterprises and institutions confirmed by the government establishment departments at all levels. Article 5 The Party, government and mass organizations shall not evaluate and engage in professional and technical positions. Institutions whose main functions are administrative, such as drawing up plans, formulating policies, organizing implementation, supervising and inspecting, coordinating services, etc., which are directly under the party, government and mass organizations, do not carry out professional and technical job evaluation and employment. Independent institutions subordinate to the party, government and mass organizations, whose main function is to engage in professional and technical work, can evaluate and hire professional and technical posts within the scope of the trial regulations on professional and technical posts approved by the state. Article 6 Post setting is the basis for implementing the appointment system for professional and technical posts. All units should set up professional and technical posts reasonably, and define the corresponding post responsibilities within the approved number of posts. All localities and departments should strengthen the guidance and inspection of the work of creating posts and assigning responsibilities to their subordinate enterprises and institutions. Seventh enterprises and institutions should carefully clean up the professional and technical job indicators used for the first time before transferring to regular evaluation and employment, and set up posts according to the following requirements:

(a) the job index issued in the first evaluation and employment is converted into the number of jobs.

(2) According to the principle of setting posts according to the situation and matching posts, the original use direction of indicators is adjusted, and the limited post quota is mainly used for posts with heavy tasks and heavy responsibilities.

(3) For the positions that need to be supplemented, use the remaining and vacant positions (resignation, transfer, downsizing and promotion) after evaluation.

(four) according to the requirements of the job description, formulate the specific responsibilities of each position. Article 8 Specific problems of post setting

(a) strictly control the number of senior positions, in principle, only through the attrition of senior positions to fill vacancies. A small number of units need to adjust the proportion of full-time and part-time higher vocational colleges due to career development and changes in circumstances, and add full-time and senior positions, which shall be proposed by the unit, agreed by the local (state, city) personnel (vocational reform) department and the provincial competent department respectively, and reported to the provincial personnel (vocational reform) department for approval before adjustment and increase. Among the newly allocated higher vocational posts in the province, the full-time higher vocational posts are controlled within 10%.

(two) due to the development of the cause, the increase of tasks and the expansion of the establishment, it is really necessary to add professional and technical posts. Under the principle of strict control, it can be put forward by the competent department and reported to the personnel (vocational reform) departments at all levels for approval and issuance. In recent years, the number of posts in the province has increased normally, and the number of higher vocational posts has been controlled below 4% of the original number of higher vocational posts, and the number of secondary vocational posts has been controlled below 6%. In addition, starting from the reality of our province, our province will increase senior and middle-level posts at one time, focusing on talent-intensive units such as higher education, scientific research, health, engineering and agriculture. Don't engage in even distribution in use.

(III) 1987 Newly-built institutions approved by government departments at all levels can reasonably set up professional and technical posts according to the current work tasks and professional and technical personnel, with reference to the structural proportion of similar units. The opinions on setting up posts are put forward by the unit, and the units directly under the prefecture (city) shall be examined and approved by the personnel (vocational reform) departments of all localities (cities) within the number of posts issued by the province; Provincial units approved by the provincial competent department, the provincial personnel (zhigai) department for the record.

(4) Those who are promoted to associate professor, associate researcher, deputy chief physician, senior engineer and senior agronomist under the age of 40, and those who are promoted to professor, researcher and chief physician under the age of 45, will be reviewed once a year. By the provincial personnel department (zhigai) deployment control number, unified organization audit, after the audit issued post quota. Posted amount is special. If you are promoted or transferred out of the province, the post amount will be recovered by the provincial personnel (vocational reform) department.

(5) In order to promote the rational flow of talents, professional and technical personnel from provincial institutions of higher learning, scientific research institutes, large and medium-sized enterprises and other units are voluntarily or transferred to border ethnic areas, poverty-stricken areas, county-run industries, township enterprises and workers in difficulty. If the contract period or transfer period is more than three years, the number of senior and intermediate positions can be declared by the unit where they work, and reported to the provincial personnel (vocational reform) department after being audited by the competent department. If you have worked at the grass-roots level for more than three years, your post amount can be brought back.

At present, the staff of provincial party and government organs who have been engaged in professional and technical work for more than two years in the above-mentioned areas and units can participate in the evaluation and appointment of professional and technical positions in the local area according to the relevant pilot provisions and with reference to their years and achievements in professional and technical management work in the original units. Need the amount of senior and intermediate professional and technical positions, but also according to the above procedures for approval, by the provincial personnel (zhigai) Office issued a special. If he returns to the office, the amount of his post will be recovered.

After the first professional and technical post evaluation and engagement, professional and technical personnel with senior professional and technical post qualifications introduced from other provinces may also be submitted to the Provincial Personnel Department for special issuance in accordance with the above-mentioned examination and approval procedures.

(VI) In the future, after the professional and technical personnel who have transferred from the army to local enterprises and institutions and have the qualifications for senior and intermediate professional and technical posts are recognized by the competent department and the qualifications for senior professional and technical posts are recognized by a series of competent departments, the unit may employ corresponding professional and technical posts according to the needs of the work. If the number of new posts is needed, the personnel (vocational reform) departments at the provincial, prefectural and municipal levels shall issue high and intermediate amounts respectively.

(8) Since 1987, the proportion of professional and technical positions in units that have been transformed from enterprises can be approved by provincial competent departments and prefectural and county personnel (vocational reform) departments respectively according to the relevant provisions of enterprise vocational reform, and reported to provincial personnel (vocational reform) departments for the record; From enterprises to institutions, the number of professional and technical posts can be put forward by competent departments at all levels with reference to similar units according to the job index issued for the first time, and reported to the provincial, prefectural and county personnel (vocational reform) departments for examination and approval according to the affiliation.

(nine) institutions that are self-sufficient in funds and implement enterprise management, and their post settings can be implemented with reference to the methods for verifying the proportion of professional and technical positions in enterprises; Independent scientific research and design units whose business expenses have been reduced and allocated in place can be audited by the appropriated department, approved by the competent business department, reported to the corresponding personnel (vocational reform) department for the record, or handled according to the above methods.

(ten) before the revision of the Trial Regulations on Economic Professional and Technical Posts, the number of senior and intermediate economic professional and technical posts in large and medium-sized industrial and commercial enterprises should be strictly controlled, and the number of senior economic professional and technical posts should generally be controlled within 5% of the number of posts at the same level in the engineering and technical series; Intermediate economic professional posts are generally controlled within 20% of the number of posts at the same level in the engineering and technical series; Small enterprises generally do not have senior economic professional positions.
