Article 1 In order to speed up the development of bulk cement, strengthen the management of the use of bulk cement by construction units and construction enterprises, and promote the process of bulk cement in this Municipality, these Provisions are formulated in accordance with the relevant provisions of the state and the province and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to all construction units and enterprises undertaking construction tasks within the administrative area of this Municipality. Article 3 All projects within the administrative area of this Municipality (including the projects of the central, provincial and Nanjing troops) shall use bulk cement in accordance with the relevant provisions of the state, province and city, and the utilization rate of bulk cement for each project shall reach over 70%; Production enterprises with cement as the main raw material shall use bulk cement as required. Article 4 Construction units engaged in construction projects within the scope of this Municipality shall have facilities for using bulk cement. Construction units with storage and use facilities of bulk cement suitable for construction shall go to the Municipal Office of Bulk Cement (hereinafter referred to as the Municipal Office of Bulk Cement) to handle the Certificate of Use Facilities of Bulk Cement before they can participate in bidding for construction projects or undertake construction tasks. Article 5 The construction unit and construction enterprise shall, according to the amount of cement used in the project and the relevant provisions of the province and the city, pay the paper bag deposit per ton of 4 yuan by the cement supplier to the Municipal Cement Office, and go through the formalities such as the construction project commencement permit with the payment receipt. The paper bag deposit is not included in the project cost. Sixth due to special circumstances can not be used as planned in bulk cement projects, the cement use plan should be approved by the Municipal Office of the implementation. Article 7 Cement production enterprises shall ensure the supply of bulk cement and cement products for construction projects in accordance with the principle of "restricting bagging, encouraging bulk and developing bulk".
Promote the use of bulk cement as the content of selecting advanced cement production enterprises. The bulk rate of cement production enterprises can not reach the average level of the whole province, and shall not declare advanced enterprises above the municipal level. Eighth construction project settlement units, by paying the original paper bag deposit receipt, bulk cement purchase invoice or a copy of the original and the construction bank approved the project settlement book to the city settlement.
City bulk office according to the actual amount of bulk cement settlement unit, handle the following deposit procedures:
(a) to complete the use plan of bulk cement, the deposit will be refunded in full, and the packaging saving fee per ton of 2 yuan will be returned to the cement supplier;
(two) excessive use of bulk cement, the excess part of the city's bulk office to give incentives;
(three) if the bulk cement is not used in proportion, the unfinished part of the deposit will not be refunded as a special fund for the development of bulk cement. Article 9 These Provisions shall be implemented under the leadership of the Municipal Construction Committee, and shall be inspected and supervised jointly with relevant departments. For those who fail to pay the paper bag deposit according to the provisions of Article 5, the municipal office may order them to pay it back. Article 10 These Provisions shall come into force as of the date of promulgation.
