I. Overview

(1) Construction Basis and Project Implementation Measures

The road reconstruction project from the south exit of Quansan Expressway on Jiang Bin South Road No.205 to Chengguan Bridge was constructed according to the Notice of Fujian Provincial Highway Administration Bureau on Printing and Distributing the National Highway Pavement Reconstruction Plan in 2009 (Min Lu Ji [2009] No.8) and the Management Measures of Fujian Provincial Communications Department for Ordinary Highway Pavement Maintenance and Reconstruction Project (Min Jiao Jian [20xx] No.53).

The road reconstruction project from the south exit of Quansan Expressway on Jiang Bin South Road 205 to Chengguan Bridge was implemented by the way of division of labor and cooperation between the city investment company and the Municipal Highway Bureau, and a construction contract was signed. According to the contract, the city investment company is responsible for land acquisition, demolition and fund raising, and the Municipal Highway Bureau specifically organizes the construction and management of road reconstruction projects.

(2) Construction scale and main technical indicators

Jiang Bin South Road is located in the south of Sanyuan District, Sanming City. This construction section starts from Chengguan Bridge in the south and connects to the exit of the connecting line between National Highway 205 and Quansannan Expressway in the south. The total building length is about 2. 08 kilometers, belonging to the city's secondary roads. The main technical indicators are as follows:

1, design grade: urban secondary trunk road.

2. Calculate the driving speed: 40km/h.

3. Main project quantity: asphalt concrete pavement 7. 230,000 m2/2. 08 km

4. Pavement grade and width: Expressway adopts high-grade asphalt concrete pavement with pavement structure design.

Service life 15 years, pavement red line width of 33 meters. Pavement structure and width are shown in the following figure:

Description:

1.K0+000-K0+560 and K 1+547 adopt the pavement structure design drawings of Fuzhou University Civil Architecture Design Institute. 957——K2+ 128. Lot 9775.

2.K0+560-K 1+547 adopts the pavement structure design drawing of Fuzhou Planning and Design Institute. Lot 957.

(3) the progress of the project

This project started on February 5th, 20XX, 65438. The original construction period was three months. The project was completed in February, 20 1 1 year due to the overall change of design drawings (the intersection of Taijiang River was changed to underpass) and the influence of land acquisition and demolition.

Second, the construction management

This project has gone through the relevant procedures such as construction project planning permission, construction drawing review, construction and supervision bidding, construction permission, quality and safety supervision, etc.

(1) preliminary work

1, design unit bidding:

The design of the road reconstruction project from the south exit of Quansan Expressway, No.205 National Road, South Jiang Bin Road to Chengguan Bridge adopts invitation to bid, and the design unit is selected. Sanming Municipal Engineering Management Office entrusts Fujian Blueprint Supervision Consulting Co., Ltd. to be the bidding agent for this project design. Bidders include Fuzhou University Civil Architecture Design and Research Institute, Shenzhen Municipal Design and Research Institute Co., Ltd. and Fujian Jiulong Construction Group Design Institute. According to the Bidding Law of People's Republic of China (PRC), relevant laws and regulations and the provisions of this bidding document, the Civil Architecture Design and Research Institute of Fuzhou University was finally determined as the winning bidder.

2, the construction unit bidding:

According to the spirit of the relevant meeting in Sanming City, the maintenance and reconstruction project of Sanming Highway Bureau and the notice of Fujian Provincial Communications Department on the "Management Measures for Maintenance and Reconstruction Project of Ordinary Highway Pavement", the road reconstruction project from the south exit of Quansan Expressway of Jiang Bin South Road No.205 to Chengguan Bridge was tendered. This tender was conducted by Sanming City Highway Bureau, and enterprises with highway maintenance qualification under Sanming City Highway Bureau are invited to participate in the tender. Bidders include Sanming Changsheng Highway Engineering Co., Ltd., Sanming Sheng Da Highway Engineering Co., Ltd., Sanming Yongda Highway Engineering Co., Ltd., Yong 'an Yan Xin Highway Engineering Co., Ltd., Sanming Hengtong Highway Engineering Co., Ltd. and Shaxian Daxing Highway Engineering Co., Ltd., and the whole process of bid opening is supervised by the Supervision Office of Sanming Transportation Bureau and the Disciplinary Committee of Sanming Highway Bureau according to the Bidding Law of People's Republic of China (PRC) and relevant laws and regulations.

3, supervision unit bidding:

Supervision bidding adopted an invitation to bid for the road reconstruction project from the south exit of Quansan Expressway, No.205 National Road, Jiang Bin South Road to Chengguan Bridge. Sanming Municipal Engineering Management Office entrusts Fujian Blueprint Supervision Consulting Co., Ltd. to act as the agent of this project in supervision bidding. The bidders are Fujian Minhuayang Construction Supervision Co., Ltd., Guangzhou Wan 'an Supervision Engineering Co., Ltd. and Fuzhou Jiaomin Construction Supervision Co., Ltd., and Fujian Minhuayang Construction Supervision Co., Ltd. is finally determined as the winning bidder according to the Bidding Law of People's Republic of China (PRC), relevant laws and regulations and the provisions of this bidding document.

(2) Project management

1. Establishment and function of project management organization

The road reconstruction project from the south exit of Quansan Expressway on Jiang Bin South Road 205 to Chengguan Bridge was implemented by the way of division of labor and cooperation between the city investment company and the Municipal Highway Bureau, and a construction contract was signed. According to the contract, the city investment company is responsible for land acquisition, demolition and fund raising, and the Municipal Highway Bureau specifically organizes the construction and management of road reconstruction projects. 、

Comrade Li Changrui of Sanming City Highway Bureau is the person in charge of the construction project and is fully responsible for the project management, while Comrade Huang Qilin is the person in charge of the project technology and is fully responsible for the project technology management.

Sanming City Investment Construction Co., Ltd. sent Duan Muhui as the representative of the city investment owner, who was fully responsible for the demolition and related coordination.

2, quality control measures and effects

① Establish and improve various rules and regulations, improve quality awareness and clarify quality control procedures. Before the project started, the Municipal Highway Bureau formulated the relevant quality management system according to the Measures for Highway Construction Quality Management of the Ministry of Communications and the relevant engineering quality management regulations of the Provincial Communications Department. Take quality control as the eternal theme of project management, and take quality management as the top priority of the reconstruction project, which runs through the whole construction process. Strictly manage the reconstruction project according to the quality management measures of the Ministry of Communications and the Provincial Highway Bureau. The project management department has defined the person in charge of project quality layer by layer in the form of special chapter, and established a strict three-level quality management system of "government supervision, social supervision and enterprise self-inspection". In order to improve the quality awareness of all contractors, the construction unit and supervision personnel have been organized to learn the technical specifications and corresponding construction specifications of the bidding documents for many times, so that every project builder can firmly establish the concept of "quality first" and lay a solid foundation for improving the overall quality level of the project.

(2) Strengthen sampling inspection of quality process, increase detection frequency, and eliminate hidden dangers of engineering quality.
