(1) Regulations of Anshan Municipality on the Administration of Construction Sites (Decree No.49 of the municipal government)?

1. Article 1 is amended as: In order to strengthen the construction site management of construction projects in our city and maintain a clean and tidy city appearance and environment, these Provisions are formulated in accordance with relevant laws and regulations and combined with the actual situation of our city. ?

2. Paragraph 2 of Article 4 is amended as: The construction administrative department of the county (city) District People's Government is responsible for the management of the construction site of the construction project within its jurisdiction, and accepts the professional guidance, supervision and inspection of the municipal construction administrative department. ?

3. Article 5 is amended as: Before the construction project starts, the construction unit or the project management unit entrusted by it (hereinafter referred to as the construction unit) must go through the relevant examination and approval procedures according to law and obtain the building construction permits. ?

4. Delete Article 6, that is, the construction project shall be organized at the construction site, and relevant examination and approval procedures shall be handled according to regulations. ?

Blasting operation, erection of temporary power grid, moving cables, water cut, power cut, road closure, etc. In the construction, it needs to be approved by the relevant departments, and under the guidance of relevant professional and technical personnel in special circumstances. ?

5. One article is added as Article 6, that is, the construction unit shall pay the construction project safety and civilized measures fee to the construction unit in accordance with the relevant provisions of the state, and the construction unit shall earmark the safety and civilized measures fee. ?

6. Article 7 is amended as: The construction unit, the construction unit, other responsible parties of the project construction and other relevant units shall perform the duties of civilized construction and safe production, implement the provisions of the construction site and assume corresponding responsibilities in accordance with laws, regulations, rules and relevant national and provincial technical specifications and standards. ?

7. Article 9 is amended as: A safe and stable gatehouse and a closable gate must be set up at the construction site, and the height and width of the gatehouse shall not be less than 4m. Enterprise signs should be set in front of the gate to indicate the name of the construction enterprise. A guard is set at the entrance to the construction site, and the guard system is publicized. Construction managers and operators should wear work cards to enter and leave the construction site. ?

The main entrance to the construction site shall be provided with project overview cards, management personnel list, supervision telephone cards, fire prevention cards, safety production cards, civilized construction cards and construction site plan. Indicate the name of the construction project, the name and supervision telephone number of the construction, construction and supervision unit and the person in charge of the project. Night construction must set up a night construction notice board to specify the night construction time, permission and filing. ?

8. Article 12 is amended as: The construction site shall be leveled. The main entrances and exits of the construction site and the main roads must be hardened with concrete to ensure the safety of vehicles. The main exit of the construction site must be equipped with vehicle washing facilities and cleaning personnel. Transport vehicles must be washed with mud before they can leave the construction site. Vehicles transporting liquid or bulk materials and garbage on the construction site must be sealed, wrapped or covered, and it is strictly forbidden to spill and pollute urban roads. ?

9. Delete thirteenth, that is, the construction unit must implement the laws and regulations of the state and this Municipality on safety production and labor protection, and handle the enterprise safety production qualification certification and employment certificate before starting work. All kinds of safety facilities and labor protection devices on the construction site must be inspected and maintained regularly to eliminate hidden dangers in time and ensure their safety and effectiveness. ?

10. Article 14 is amended as: The construction unit shall provide a safe and hygienic living environment for the operators;

(1) Establish the responsibility system for living hygiene. Food processing and drinking water shall meet the relevant requirements of food safety and hygiene management, and a person shall be responsible for cleaning and cleaning. Sanitary facilities such as washbasin, shower and toilet. Should be set and meet the standards of city appearance and environmental sanitation. ?

(2) The dormitory shall have good sanitation, ventilation and lighting facilities, with a clear height of not less than 2.4m and a walkway width of not less than 0.9m Tents shall not be erected on the construction site. ?

1 1. Article 15 is amended as: The construction unit is responsible for the setting and daily maintenance management of the enclosure on the construction site.

The construction site shall be provided with a continuous closed enclosure, which shall meet the following requirements:

(1) The enclosure height of the construction site on both sides of the central business district, main road and secondary road in the urban area shall not be less than 4m, and the enclosure height of the construction site in other areas shall not be less than 3m, which may easily affect the surrounding environment and other special circumstances. The shell height should be set according to the actual needs. The enclosure height of the construction site within the county (city) area shall meet the requirements of relevant national and provincial technical specifications; ?

(2) The foundation and structure of the shell shall be firm and safe, and the surface of the shell shall be smooth, neat and beautiful without deformation, damage and corrosion; ?

(three) the use of enclosure for publicity should be limited to public welfare content or content related to corporate image and projects, among which the public welfare publicity content should not be less than one third of the content that can be released; ?

(four) the central business district, main roads and secondary roads on both sides of the construction site enclosure should be lit. ?

Demolition plots, plots to be built and other plots requiring fences shall be implemented in accordance with the provisions of the second paragraph of this article by the county (city) District People's government and the Development Zone Administrative Committee as the main body of fence setting and daily maintenance management. ?

12. Article 16 is deleted, that is, when a non-construction administrative department conducts supervision and inspection on the construction site of a construction project, it shall do so through or jointly with the municipal and county (city) construction administrative departments. ?

13. Article 17 is amended as: The construction unit shall, in accordance with the Fire Prevention Law of People's Republic of China (PRC) and other relevant regulations, establish a fire prevention management system at the construction site, set up fire prevention facilities that meet the fire prevention requirements, and keep them intact for standby. ?

14. One article is added as Article 16, that is, the construction unit and the construction unit shall not change the use nature of temporary facilities without authorization. After the completion of the construction, the enclosure and other temporary construction facilities at the construction site shall be removed in time, the construction site shall be leveled, and the construction waste, muck and other wastes shall be removed. ?

15. Article 19 is amended as: The construction unit shall take the following measures to prevent environmental pollution:

(a) the construction site is easy to float in the sky, fine granular materials, effective covering measures should be taken. When dust removal operations such as mechanical planing are carried out, dust removal measures such as local covering or water spraying should be taken on the working face. ?

(two) the construction site shall be set up with a sedimentation tank, and the construction mud and domestic sewage shall be discharged after sedimentation. ?

(three) the construction waste and domestic waste on the construction site shall be collected in a centralized way and piled up in different categories. It is forbidden to throw and burn construction waste at high altitude. ?

(4) The main roads on the construction site shall be provided with fixed watering points and watered regularly. ?

(5) Greening the construction site. Flowers and plants should be planted in the entrance, office area and living area to beautify and green the construction site environment. ?

16. delete article 20, that is, the construction unit shall earnestly abide by the relevant provisions of urban management and accept the supervision and inspection of the relevant competent departments. ?

17. Delete Article 21, that is, in violation of the provisions of Article 5 of these Provisions, if the construction unit carries out construction without obtaining a construction permit, the competent construction administrative department shall punish it according to the Regulations of Liaoning Province on the Administration of Construction Market and other relevant laws and regulations. ?

18. Article 22 is amended as: In case of violation of the provisions of Articles 8, 9, 11, 12, 14 and 18 of these Provisions, the construction administrative department shall give a warning and order it to make corrections within a time limit; If no correction is made within the time limit, a fine of more than 3,000 yuan 1 10,000 yuan will be imposed. ?

19. Article 23 is amended as: Those who violate these Provisions and other laws, regulations and rules shall be punished by the relevant administrative departments according to law. ?

Twenty-fourth is deleted, that is, fines and confiscations in violation of these provisions shall be turned over to the finance at the same level. ?

1. Article 4 is amended as: The Municipal Commission of Housing and Urban-Rural Development (hereinafter referred to as the Municipal Commission of Housing and Urban-Rural Development) is the administrative department in charge of plaque setting and management in this Municipality, and is responsible for the supervision and management of plaque in this Municipality. The Municipal Housing and Urban-Rural Development Committee may entrust relevant departments and units to be specifically responsible for the supervision and management of plaques. ?
