Article 1 In order to ensure the smooth enrollment of full-time general higher education in our college and earnestly safeguard the legitimate rights and interests of candidates and colleges, these Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant provisions of the Ministry of Education, and in combination with the actual enrollment situation of our college.
Article 2 The full name of our college is Beijing Youth University for Politics, and its address is No.9 Huajiadi Street, Chaoyang District, Beijing, and its postal code is 100 102.
Article 3 Our college is a municipal public full-time ordinary college with higher education enrollment qualification. It is a model vocational college in Beijing with the national standard code 1 1626. The higher authorities are the Beijing Municipal Education Commission, and the school-running level is junior college (higher vocational).
Article 4 The enrollment work of our college follows the principles of "fair competition, fair selection, openness and transparency, comprehensive assessment, comprehensive evaluation and merit-based admission" and is subject to the supervision of candidates and their parents, discipline inspection and supervision departments, news media and all sectors of society.
Chapter II Organizational Structure
Article 5 Our college shall set up a leading group for enrollment work, which shall be responsible for formulating enrollment policies of the college and discussing and deciding major issues of enrollment.
Article 6 The Admissions Office of Beijing Youth University for Politics, as the permanent institution of college enrollment, is responsible for the daily work of college full-time general higher education enrollment.
Article 7 Our college has set up an enrollment monitoring group, which is responsible for supervising and inspecting the implementation of enrollment policies, regulations and disciplines, and safeguarding the legitimate rights and interests of the majority of candidates and colleges.
Chapter III Enrollment Plan and Admission
Article 8 The enrollment work of our college is conducted under the leadership of the Beijing Municipal Education Commission and under the unified organization of the enrollment committees of all provinces (autonomous regions and municipalities directly under the Central Government), and the admission principle of "the school is responsible for the enrollment and supervision" stipulated by the Ministry of Education is implemented.
Article 9 The enrollment plan of our college shall be announced by the competent departments of enrollment of all provinces (autonomous regions and municipalities directly under the Central Government).
Article 10 According to the enrollment plans of provinces (autonomous regions and municipalities directly under the Central Government) and the students' situation, our college determines the proportion of accessing candidates' files, and the proportion of file transfer generally does not exceed 1.20% of the number of local similar enrollment plans. At the time of admission, our college will adjust the enrollment plan appropriately in the corresponding provinces (autonomous regions and municipalities directly under the Central Government) according to the students' situation.
Article 11 Our college recognizes the admission policies for special care recipients formulated by provinces (autonomous regions and municipalities directly under the Central Government) according to the relevant provisions of the Ministry of Education. Candidates who enjoy policy plus or minus points will be put on file according to the regulations of the recruitment offices of all provinces (autonomous regions and municipalities directly under the Central Government). Policy points are not accumulated, and the highest one is taken, not exceeding 20 points.
Article 12 The requirements of our college on the physical health of candidates shall be implemented according to the Guiding Opinions on the Physical Examination of College Entrance Examination and the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Health on the Cancellation of Hepatitis B Detection in College Entrance Examination (Church [2010] No.2) formulated and issued by the Ministry of Education, the former Ministry of Health and the China Disabled Persons' Federation. Candidates who apply for pre-school education (normal education) should meet the "Beijing Teacher Qualification Physical Examination Standard (Trial)". If there is any discrepancy, you cannot be admitted to this major.
Article 13 Our college enrolls candidates from high scores to low scores according to their professional voluntary order, and there is no difference in professional grades among majors. Candidates with high scores in related subjects will be given priority in the case of the same total score.
Article 14 When enrolling students in a major, if the candidates' professional wishes cannot be met, and the candidates are subject to professional adjustment and there are planned vacancies in other majors, the college will make professional adjustment according to the actual situation; If other majors are full or candidates do not obey the professional adjustment, they will be dismissed.
Article 15 Our college gives priority to the admission of volunteer candidates from the first college, and when the number of volunteer candidates from the first college is insufficient, it recruits non-first volunteer candidates.
Article 16 Foreign language teaching in our college only offers English courses.
Article 17 The admission of art majors in our college follows the following principles:
1. Beijing candidates: Beijing fine arts majors have passed the unified examination, and the scores of cultural courses in the college entrance examination have reached the admission control score of Beijing art higher vocational colleges (specialties). Beijing ordinary high school students have passed the academic level examination, and their history and ideological and political achievements have passed. They are selected according to their comprehensive scores. The calculation formula of comprehensive score is: comprehensive score = art unified examination score /300×450×50%+ college entrance examination cultural course score ×50%, and the result is rounded to the nearest integer.
2. Candidates from Inner Mongolia: Our college recognizes the results of the unified examination for art (fine arts) majors in this district. Candidates who have passed the unified examination for arts (fine arts) majors and their college entrance examination scores have reached the scores of local art vocational colleges (specialties) will be selected according to the scores of cultural courses from high to low.
3. Candidates from Hebei, Jiangxi and Shanxi: Our college recognizes the results of the unified examination of art (fine arts) majors in this province. Candidates who have passed the unified examination for arts (fine arts) majors and their college entrance examination scores have reached the scores of local art vocational colleges (specialties) will be selected according to the results of the unified examination for arts majors and the results of cultural examinations. If the total score is the same, the students will be admitted from high score to low score according to the professional test scores.
4. Our college has an art major, which accepts both arts and sciences, giving priority to the first-choice candidates, and the professional arrangement of candidates is determined according to their wishes and scores.
Chapter IV Charging Standards and Others
Article 18 The tuition standard of our college is: preschool education (normal school) majors are free of tuition, 6000 yuan per academic year for ordinary higher vocational majors, 10000 yuan per academic year for art higher vocational majors, and 20000 yuan per academic year for preschool education (Chinese-foreign cooperative education) majors. Accommodation standard every academic year in 750 yuan.
Article 19 Candidates applying for preschool education (normal education) must have permanent residence in Beijing.
Article 20 According to the Detailed Rules for the Implementation of Free Education for Normal Students in Beijing, students majoring in pre-school education (normal education) must sign the Agreement on Free Education for Normal Students in Beijing with the school and the education administrative department of this Municipality before entering school, choose employment in the positions specified in the basic education system of the whole city after graduation, and engage in education and teaching in primary and secondary schools and kindergartens in this Municipality (including secondary and below secondary education institutions approved and registered by the education administrative department and relevant departments) for more than five years after graduation. Students who violate the education agreement must return the professional scholarships and training fees (including tuition-free and living allowances) they enjoyed during their school days. Specific standards shall be implemented with reference to relevant documents.
Article 21 According to the requirements of the Notice of the Ministry of Education on Printing and Distributing the Interim Measures for the Qualification Examination of Primary and Secondary School Teachers and the Interim Measures for the Regular Registration of Primary and Secondary School Teachers' Qualifications (Teacher [2013] No.9) and the Opinions of the Beijing Municipal Education Commission on the Pilot Reform of the Qualification Examination for Primary and Secondary School Teachers in Beijing, pre-school education (normal) students are required to take the teacher qualification examination and determine their qualifications.
Twenty-second candidates after admission, with the admission notice, according to the relevant requirements and the prescribed time limit to the school for admission procedures. Those who fail to take time off or take time off overdue will be deemed to have given up their admission qualification automatically, except for justified reasons such as force majeure.
Twenty-third freshmen, our hospital unified review of freshmen. Freshmen who fail the second interview will be dealt with in accordance with the relevant enrollment regulations until their admission qualification is cancelled.
Article 24 Our college has established a student financial aid system combining "award, assistance, diligence, loan, supplement and exemption" to help students with financial difficulties successfully complete their studies.
Article 25 Our college has a perfect scholarship system. While implementing the national scholarship policies such as national scholarship, national inspirational scholarship and national bursary, our college also provides various scholarships such as dean scholarship and college scholarship to reward students with excellent academic performance, of which the single prize is up to 8,000 yuan.
Chapter V Supplementary Provisions

Article 27 In case of any conflict between the Articles of Association and the national laws, regulations, rules and relevant policies at higher levels, the national laws, regulations, rules and relevant policies at higher levels shall prevail.
