Fenguan expressway is an important part of the national trunk highway Tongsan (Tongjiang, Heilongjiang to Sanya, Hainan), and also an important section of Xu Su Huai Lian expressway Circle. It starts from the Rust Needle River in Fenshui Town at the junction of Sulu and Shandong, passes through Ganyu County and Lianyungang City, and ends at Little Akun in Guanyun County. It is connected with Huailian Expressway, with a total length of 85 kilometers and four lanes in both directions. The designed driving speed is per hour120km. There are 8 interchanges, 965 large and medium-sized bridges and 309 culverts along Fenguan expressway, with a planned investment of 3.3 billion yuan.
Fenguan Expressway started in May, 1999. With the efforts of more than 5,000 builders for more than two years, the investment of14.5 billion yuan has been completed, and the subgrade earthwork, soft soil foundation treatment, culvert passage project and all the main bridge projects have been completed.
