Ministry of Human Resources and Social Security's main responsibilities are to draw up plans and policies for the development of human resources and social security, to establish a unified and standardized human resources market, to promote employment, to draw up plans and policies for coordinating urban and rural employment development, to improve the public employment service system and to establish a social security system covering urban and rural areas. In conjunction with relevant departments, formulate policies for the distribution of wages and income of personnel in government agencies and institutions, and guide the reform of personnel system in public institutions.
