The enterprise shall notify the employee in writing to sign the labor contract, and require the employee to give a written reply. If the employee replies that he is unwilling, he can immediately terminate the labor contract.

Don't delay. A month later, employees can go to arbitration, pointing out that enterprises can ask for double wages if they don't sign labor contracts.
