Chapter I General Provisions Article 1 In order to promote the construction of China (Hebei) Pilot Free Trade Zone and make it a new highland for opening to the outside world in the new period, these measures are formulated in accordance with the overall plan of China (Hebei) Pilot Free Trade Zone approved by the State Council (hereinafter referred to as the "Overall Plan") and relevant laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the China (Hebei) Pilot Free Trade Zone (hereinafter referred to as the Pilot Free Trade Zone) approved by the State Council. The Pilot Free Trade Zone includes Xiong 'an Area, Zhengding Area, Caofeidian Area and Daxing Airport Area (hereinafter referred to as each area). Article 3 The Pilot Free Trade Zone takes institutional innovation as the core and replicability and popularization as the basic requirements, fully implements the central government's requirements on the coordinated development strategy of Beijing-Tianjin-Hebei and the high-standard and high-quality construction of xiong'an new area, actively undertakes the function relief of Beijing's non-capital and the transformation of Beijing-Tianjin scientific and technological achievements, and strives to build an important hub for international trade and logistics, a new industrialization base, a global innovation highland and a pioneering area for open development. Benchmark international advanced rules, form more internationally competitive institutional innovations, promote quality change, efficiency change and power change of economic development, and strive to build a high-standard and high-quality free trade park with free and convenient trade and investment, high-end high-tech industrial agglomeration, open innovation of financial services, inclusive and prudent government governance and highly coordinated regional development. Article 4 The Pilot Free Trade Zone shall popularize the existing replicable pilot reform experience in the Pilot Free Trade Zone, standardize and institutionalize the reform and innovation achievements, and ensure the effectiveness of the pilot reform experience. Article 5 The Pilot Free Trade Zone shall establish an innovation-oriented assessment and evaluation mechanism to encourage innovation, tolerate failures and fully stimulate innovation vitality. Chapter II Management System Article 6 The China (Hebei) Pilot Free Trade Zone Promotion Leading Group (hereinafter referred to as the Leading Group) implements the principles, policies, decisions and resolutions, the General Plan and relevant laws and regulations of the CPC Central Committee and the State Council on the establishment of the Pilot Free Trade Zone, and is responsible for overall research on the rule of law construction, policy measures and development planning of the Pilot Free Trade Zone, deciding on major issues in the development of the Pilot Free Trade Zone, guiding the pilot reform tasks, and coordinating the work of relevant state departments and relevant cities and xiong'an new area in the province. Article 7 The provincial people's government shall, under the guidance and support of the State Council and relevant state departments, formulate rules, regulations and policies and measures related to the construction and management of the Pilot Free Trade Zone according to the overall plan. Article 8 The China (Hebei) Pilot Free Trade Zone Promotion Leading Group Office (China (Hebei) Pilot Free Trade Zone Work Office) is located in the Provincial Department of Commerce and undertakes the daily work of the leading group. Each district in the Pilot Free Trade Zone has its own management committee. Xiong'an new area Management Committee is the working organization managed by xiong'an new area Management Committee. Zhengding New District Management Committee, Caofeidian New District Management Committee and Daxing Airport New District (Langfang) Management Committee are the agencies of Shijiazhuang Municipal Government, Tangshan Municipal Government and Langfang Municipal Government respectively. Xiong 'an New District City, Shijiazhuang City, Tangshan City and Langfang City are responsible subjects for the work of each district respectively. The work office of China (Hebei) Pilot Free Trade Zone provides business guidance for the administrative committees of all districts. Article 9 The office of the leading group shall perform the following duties:
(1) Implementing the principles, policies and decision-making arrangements of the CPC Central Committee, the State Council, the provincial party committee and the provincial government on the work of the Pilot Free Trade Zone, implementing the relevant requirements of national laws, regulations and normative documents on the construction of the Pilot Free Trade Zone, drafting the draft local regulations of the Pilot Free Trade Zone and organizing their implementation;
(2) To study and formulate development plans, policies and measures of the Pilot Free Trade Zone and promote their implementation, and guide all districts to implement relevant management systems of the Pilot Free Trade Zone;
(3) Organizing research on major issues in the development of the Pilot Free Trade Zone, organizing the implementation of various reform and innovation measures in the Pilot Free Trade Zone, and studying and putting forward policy suggestions for deepening the reform and innovation in the Pilot Free Trade Zone;
(4) Coordinating the work related to investment, trade, financial services, industrial development and statistics in the Pilot Free Trade Zone, and coordinating the work related to finance, customs, maritime affairs, border inspection and other departments in the Pilot Free Trade Zone;
(5) Organizing and implementing the national security review and anti-monopoly review in the Pilot Free Trade Zone, deepening the reform of "simplifying administration and decentralization, strengthening supervision and improving services", promoting the construction of the business environment in the Pilot Free Trade Zone, and promoting the establishment and improvement of post-event supervision systems in various regions;
(six) to do a good job of communication and coordination with the relevant departments of the central government and relevant state ministries and commissions, and actively strive for policy support; Do a good job in communication and coordination with relevant departments in Beijing; Responsible for guiding and coordinating the administrative committees of all districts, and promoting the linkage of reform and development with other regions;
(seven) to promote the implementation of the pilot tasks of the Pilot Free Trade Zone, and to be responsible for the comprehensive evaluation, supervision and assessment of the construction and operation of the Pilot Free Trade Zone;
(8) Statistically releasing relevant public information in the Pilot Free Trade Zone, and organizing publicity and exchange work in the Pilot Free Trade Zone;
(nine) to undertake the work assigned by the provincial party committee and the provincial people's government and the daily work of the leading group. Tenth new district management committee, shall perform the following duties:
(1) Responsible for implementing the overall plan, implementation plan and various reform and innovation measures of the Pilot Free Trade Zone;
(two) to organize the implementation of industrial layout and development and construction activities in the region, and coordinate and promote the construction of major investment projects;
(three) to study and solve the difficulties and problems in the reform and innovation in this area, sum up the experience of deepening reform and innovation in this area, and put forward suggestions on the innovative achievements that can be replicated and popularized;
(four) to manage the undertaking matters according to law, and do a good job in government services, statistical analysis and important information release;
(five) to coordinate and manage the work related to each functional area;
(six) to coordinate the relevant work of finance, customs, maritime affairs, border inspection, civil aviation and other departments within the jurisdiction;
(seven) to perform the relevant duties of national security review and anti-monopoly review according to law;
(eight) responsible for providing guidance, consultation and services for enterprises and related institutions;
(nine) to complete other tasks assigned by the Municipal Party Committee, the people's government, the Party Working Committee of xiong'an new area, the Administrative Committee and the work office of the China (Hebei) Pilot Free Trade Zone.
