Ms. Xiao' s family never imagined that two rare rainstorms within one year made the beautiful vision of buying a house go up in smoke.

If the rain pours down the mountain road and washes away the original soil slope, only the cracked surface of the rock is exposed. The water level of the closed lake behind the garden is rising, the "island in the lake" is disappearing, and the lakes and mountains suddenly become a "cliff" dammed lake. Small cracks began to appear in the walls of the house, and the decoration project had to be stopped.

More than 2 million people are afraid to live in villas.

Ms. Xiao from Hunan and her husband, Mr. Tang, have worked hard in Guangzhou for many years.

A few years ago, because their daughter was about to go to junior high school, they began to consider buying a house and took a fancy to a villa in Shangcheng District of Zengcheng Jindi Park.

Ms. Xiao and her wife saw during their field trip that there were indeed orderly and lush trees outside the garden fence in the villa area. In the distance, you can also see a lake and an island in the middle. In addition, the sales staff also promised them that although the back garden seems to be backed by the lake and close to the mountain, it is still a certain distance from here, so don't worry about safety.

The location is suitable, the price is affordable, and the good environment with mountains, water and ventilation makes Ms. Xiao's family determined to buy a house. They finally bought the No.45 "Hushan" villa by the lake for more than 2 million yuan.

According to the original plan, they originally planned to formally move into the new house at the end of last year after a year of renovation.

However, two sudden downpours in a year completely disrupted their plans and shattered their beautiful imagination of the new house.

A warning line was pulled on the mountain road outside the community, prompting the collapse ahead.

The door collapsed into a cliff.

When the building resumed work, the problems seemed to have begun to appear.

According to Mr. Tang, the developer's original repossession time was 2065438+May 30, 2005. It was the rainy season.

After the rain, the house was flooded. "The whole house was soaked in water, and we thought it would definitely not work, so we didn't take over the building immediately." Mr. Tang said.

They reflected the problem to the developer and hoped to solve it as soon as possible.

Half a year later, the developer called and told me that the drainage problem had been fixed, and I hoped that Ms. Xiao's family could repossess the building in time as required.

"When I arrived at the scene, I did see that the rain was well covered, so I didn't pay much attention." According to the photos taken at that time, Ms. Xiao recalled that in fact, the rainwater well built in the back garden of the house is very small, and the drainage effect on rainwater may be minimal.

Because the rainy season was over at that time, it was impossible to carry out on-site inspection, and they finally took over the building in February of that year. Then began to prepare for the renovation of the new house.

Less than half a year after the start of construction, Zengcheng was suddenly hit by a rare rainstorm on June 8, 20 16. In the early morning of the same day, Zengcheng Meteorological Observatory issued a rainstorm red warning signal, saying that there was heavy rainfall in several towns and villages in Zengcheng, including Yongning Street, where the Shangcheng District of Jindi Park is located, and it would last for a long time.

Ms. Xiao said that at that time, the water in the nearby mountain stream was mixed with mud and poured down from the mountain, invading the entire villa area, and many places in the community accumulated water to their knees.

Only a few days later, a heavy rain came again.

Mr. Tang and many residents of the community witnessed the collapse scene outside his villa garden. Under the action of rain, the original mountain road was wrapped by the surrounding sediment and directly collapsed into the lake below, leaving only rocks exposed, forming a small "cliff". The garden is only 1 m away from the "cliff".

Worried about the safety of the house, Ms. Xiao immediately stopped the decoration of the villa.

After the landslide occurred on 20 16, after investigation, the developer and relevant departments laid a number of cement piles in the garden next to the landslide as reinforcement.

The water is too deep to evacuate.

At that time, Zengcheng Yongning Sub-district Office had issued a circular on the incident that rainwater poured into the villa and collapsed.

According to the report, on June 8, 2006, Yongning Street was raided by heavy rainfall, and Bilongfang Street in the upper city of Jindi Park was flooded. On June 10, Yongning Street suffered heavy rainfall again. Bilongfang Street was flooded again due to excessive rainfall because Jindi developers did not plan the drainage system as a whole when building houses. At the same time, the tractor-ploughing road opposite the outer wall of the back garden at No.45 Bilongfang Street collapsed about 6 meters due to soil erosion.

According to the test results of the house, there is no displacement and settlement of the house and fence in the community, and the displacement of the surrounding soil is 0.5 cm, but the house is safe. Relevant departments later held a coordination meeting, asking developers to re-plan the drainage system of the community.

Ms. Chen, the owner of the community, confirmed to the reporter that in the second half of last year, the water pipe was reburied in her back garden to lead the water to the main reservoir outside and maintain the drainage system of the community.

In addition, in order to ensure the safety of houses near the landslide site, the developer laid a row of reinforcement piles in four back gardens, including Ms. Xiao's home, replaced the railings outside the gardens, and filled the bottom of the gardens with lost sediment.

However, these remedial measures did not play a radical role in the original problem. At the beginning of May this year, Zengcheng was once again hit by a rare rainstorm for many years, with the central town and Yongning Street bearing the brunt.

The owner, Ms. Chen, said that in this rainstorm, the poor drainage in the community has not changed significantly, and the depth of the flood can't even allow them to evacuate in time.

What worries Ms. Xiao's family even more is that there is another landslide outside her villa garden, and cracks begin to appear in the interior wall of the house, which makes the safety of the house worrying.

Compared with last year's site photos, it is found that the landslide mouth is obviously widened and deepened. The rocky surface, which was originally uneven due to sediment rolling, has now expanded into an obvious inverted triangle due to more sand loss. At the bottom of the landslide site, due to more soil loss, some soil layers have been overhead.

It is particularly noteworthy that the water level of the lake under the "cliff" has increased significantly, and even more green parts at the bottom of the mountain have been submerged.

In less than two years, the "island in the lake" clearly visible before the opening of the park left only a small treetop in the center, and there was no sign of the "island" at all.

A house assessed as basically intact.

Exposed water pipes, twisted wires, piled yellow sand ... Ms. Xiao's house looks like it was shut down a year ago.

"Don't move," she said. Because I am worried about the safety of the house, I haven't dealt with the house since the renovation stopped last year. I just go to the scene occasionally to check the situation.

"The current situation is very embarrassing. We have bought a house and paid the mortgage, but we can't decorate it and live in it. We have to rent another house. " Ms. Xiao said.

After the first landslide accident last year, the developer issued a statement saying that the "landslide" was related to a quarry outside the red line of Shangcheng Community in Jindi Park. The quarry was excavated in the early stage and abandoned in the later stage, and then it was not effectively managed. There are many landslides in the quarry, one of which is next to the community. But because it happened outside the community, it had no impact on the buildings in the community.

On the other side of the quarry opposite Jindi Shangcheng, large machinery is leveling the land.

In addition, the developer has reported the situation of the quarry to the relevant departments and urged the relevant units to strengthen management to prevent further development. The explanation also said that after monitoring, the house itself did not undergo settlement and deformation, and the house was not affected, and active measures have been taken.

A third-party house damage appraisal report released in June+10, which was approved by the developer and relevant departments, shows that the settlement of the building where Ms. Xiao lives has stabilized and is assessed as basically intact.

However, Ms. Xiao questioned this. Especially in May this year, after the second landslide, more small cracks began to appear in the walls of houses, and they were worried that the security situation was not as optimistic as expected.

"Our house is half a wall behind other houses in the same row, and it is also very close to the landslide site. There is no safe distance at all. Is it a compliant building? " Mr. Tang said, "And in fact, the slope outside the garden fence has no permanent reinforcement measures, only stones and backfill soil, which leads to easy collapse, which is not the same as the safety mentioned in the sale."

Ms. Xiao said that they hope to solve the safety problem of the house as soon as possible, but it has been more than a month since the second landslide, and there is still no movement at the scene, which makes them still nervous.

Zengcheng Yongning Sub-district Office issued a statement on the second landslide, saying that Yongning Street was raided by heavy rainfall on May 7, 2007, and the lower part of the back garden of a villa in Bilongfang Street, Shangcheng, Jindi Park was washed down by rain, resulting in the partially exposed pre-reinforced pipe piles. In the afternoon, relevant functional departments, geological experts, developers, etc. Go to the site for investigation, hold a site coordination meeting and discuss the scheme of treating both the symptoms and root causes.

The person in charge of the relevant department recently responded that it has been following up this matter, but it is still necessary to detect and identify the geological and housing safety problems in the incident, and further coordination and handling remains to be discussed.

Previously, the developer had sent representatives to communicate with Ms. Xiao about compensation, but no agreement was reached.

Buying a house has added another heart disease, and everyone is uncomfortable. We can only negotiate with the developer to find a solution acceptable to both parties.
