Shennongjia National Park is approved by the state and led by the management. It is integrated by Shennongjia World Natural Heritage Site, National Nature Reserve, National Wetland Park, National Forest Park, National Geopark, Provincial Scenic Area and Dajiuhu Provincial Nature Reserve.
According to the protection needs of Shennongjia National Park, the provincial people's government demarcates adjacent protected areas and announces them to the public to promote the coordinated protection of Shennongjia National Park and surrounding areas. Article 3 The protection and management of Shennongjia National Park shall follow the principles of giving priority to protection, scientific planning, zoning management, social participation and sustainable development, and shall be strictly implemented in accordance with relevant state regulations. Article 4 The provincial people's government shall be responsible for the organization and leadership of Shennongjia National Park, incorporate the development of Shennongjia National Park into the national economic and social development plan, establish and improve the management system of Shennongjia National Park, improve the performance appraisal system of ecological protection and the compensation mechanism of ecological protection, and incorporate the protection and management funds of Shennongjia National Park into the fiscal budget. Article 5 The provincial people's government shall formulate policies and measures to support the residents in Shennongjia National Park to improve their production conditions and living standards through counterpart assistance, industrial adjustment, ecological migration, etc., and increase the financial transfer payment to the key ecological function areas in Shennongjia forest area (hereinafter referred to as forest area) to promote the regional economic and social development in Shennongjia. Sixth people's governments at all levels and relevant departments should strengthen publicity and education of Shennongjia National Park, and promote the protection and management of Shennongjia National Park.
Radio, television, newspapers, internet and other media should strengthen publicity and guidance, popularize ecological culture, enhance public awareness of ecological protection, and carry out supervision by public opinion.
Encourage grassroots mass autonomous organizations, social organizations and volunteers to publicize national park laws and regulations and ecological protection knowledge, and create a good atmosphere. Chapter II Management System Article 7 The provincial people's government shall establish a joint meeting system for national park management, study and formulate national park management systems and measures, coordinate and coordinate major issues such as Shennongjia National Park planning, land and space use control, natural resource asset management, franchising and ecological protection compensation, and study and solve major issues in national park management and protection. The daily work of the joint meeting shall be undertaken by the development and reform department of the provincial people's government. Article 8 The Shennongjia National Park Management Agency established by the provincial people's government (hereinafter referred to as the National Park Management Agency) is responsible for uniformly performing the management responsibilities of Shennongjia National Park, such as ecological protection, natural resource asset management, franchise management, social participation management, publicity and promotion. The list of powers and responsibilities of national park management institutions shall be formulated by the provincial people's government.
National park management agencies perform the duties of comprehensive law enforcement of resources and environment within Shennongjia National Park, and exercise the power of administrative punishment in a centralized manner according to law.
According to the principle of streamlining and high efficiency, the provincial people's government will integrate the responsibilities and personnel of the relevant departments involved in natural resource asset management and ecological protection of Shennongjia National Park into the national park management institution. Article 9 The departments of finance, land resources, environmental protection, urban and rural construction, water administration, agriculture, forestry, culture and tourism of the provincial people's government shall, according to their respective functions and duties, do a good job in relevant work and strengthen supervision over the management of Shennongjia National Park according to law. Article 10 The people's governments in forest areas shall perform the duties of comprehensive coordination of economic and social development, public service, social management and market supervision of Shennongjia National Park.
The relevant township people's governments shall assist the national park management agencies to strengthen ecological management and protection.
Relevant village (neighborhood) committees guide residents to develop green production and lifestyle, and assist the ecological protection of Shennongjia National Park. Eleventh national park management agencies in accordance with the relevant provisions of the state, the unified performance of Shennongjia National Park in the existing world natural heritage sites, nature reserves, wetland parks, forest parks, geological parks, scenic spots and other nature reserves management responsibilities. Twelfth the establishment of Shennongjia National Park ecological protection performance appraisal system, the implementation of leading cadres' natural resources assets audit and ecological environment damage accountability system, the specific measures shall be formulated by the provincial people's government.
The provincial people's government shall organize a third-party assessment of the natural resource asset management, ecosystem status, environmental quality changes and the implementation of system of ecological civilization in Shennongjia National Park, and the assessment results shall serve as an important basis for the performance evaluation of ecological protection. Thirteenth Shennongjia National Park set up an expert advisory committee to provide professional advice and decision support for the protection and management of national parks. Chapter III Planning and Zoning Article 14 The planning of Shennongjia National Park shall conform to the national ecological function zoning, the national and provincial main functional area planning, link up with the spatial planning such as land use planning and urban and rural planning, and strictly observe the ecological red line of resources and environment.
