Fishery and fishing port supervision and management organs and maritime administrative departments shall, in accordance with the relevant provisions of the state, not issue relevant certificates to other small coastal ships, and apply to the public security frontier defense department for border defense registration of ships going to sea.
Individuals engaged in river-sea transportation in the mainland who own ships engaged in coastal transportation according to the agreement shall be certified by the local public security organs at or above the county level, and go to the public security frontier defense departments at or above the county (city) level in the coastal areas where the agreement is engaged in transportation to handle the household registration book of maritime ships and the certificate of boatman at sea.
Persons and fishermen who have reached the age of 16 and do not hold the seaman's certificate of the People's Republic of China or the seaman's service book shall apply to the public security frontier department of the port of registry or the place where the ship is located for a boatman's certificate. Temporary seafarers should hold valid certificates issued by the public security organs where their permanent residence is located and resident identity cards of the People's Republic of China, and apply to the public security frontier defense departments where their service ships are located for boat people's cards, and the issuing authorities should indicate the validity period. Sailing people's card and the people's Republic of China resident identity card are used at the same time.
