The name change of Hengshui No.1 Middle School is largely due to the influence of policies.
On 20021May 14, the State Council promulgated the Regulations on the Implementation of the Private Education Promotion Law (hereinafter referred to as the Promotion Law). The Promotion Law clearly stipulates that local governments are prohibited from using public education resources to implement compulsory private education. At the same time, it also stipulates that public schools shall not be converted into private schools, nor shall they participate in the establishment of for-profit private schools, and public schools shall not open private schools by exporting brands.
On August 25th, 20021,the Notice on Standardizing Public Schools to Organize or Participate in the Organizing of Private Compulsory Education Schools required that all localities should make plans in one province and one province, and strive to straighten out the system and mechanism in about two years to achieve a smooth transition. This also means that before the fall semester of 2023, a number of private schools will be renamed or restructured, and "public participation in the people" schools will withdraw from the historical stage.
The notice also stressed that public schools should not enroll students in the name of private compulsory education schools, and private compulsory education schools should not enroll students in the name of public schools or campus branches of public schools, nor should they enroll students illegally in the name of borrowing or linking.
Hengshui, as one of the best super middle schools in China, has also set a good example for public schools. In the meantime, it is expected to be renamed. Hengshui No.1 Middle School does not involve compulsory education, but it conforms to the characteristics of public schools. This time, Hengshui No.1 Middle School was completely changed into Taihua Middle School, indicating that the relevant departments hope that Hengshui and private schools will completely cut off contacts and prevent private schools from rubbing the signboard of public schools.
