Internal organization setup of Zhuzhou Civil Affairs Bureau

According to the above responsibilities, the Civil Affairs Bureau has eight internal organs:

(1) office

To undertake the daily work of messages, meetings, receptions, confidential documents and files of the bureau; To undertake the information security, confidentiality, supervision and logistics services of this bureau; To formulate plans and policies for the development of civil affairs in the whole city; To undertake the organization and implementation of policy research.

(2) Personnel Education Section

Undertaking organization establishment, cadres and personnel, education and training, assessment, rewards and punishments, labor wages, endowment insurance, etc. Bureau organs and directly affiliated units; To undertake the evaluation and engagement of professional and technical positions of directly affiliated units; To undertake the management and service work of retirees from bureaus and directly affiliated units; Undertake the construction of social work talents and related volunteers in the city.

(three) the financial department to formulate measures for the administration of civil affairs funds; To undertake the management of the city's civil affairs funds; To undertake the financial and state-owned assets management of the bureau organs and directly affiliated units; To undertake the supervision and management of the lottery public welfare fund at the city level; To undertake the audit of the city's civil affairs funds and civil affairs statistics; To undertake the work of medical insurance and housing accumulation fund of the bureau.

(four) the legal department of letters and visits (with the brand of administrative examination and approval department)

Undertaking letters and visits from the masses; To undertake the handling of suggestions and proposals; To undertake comprehensive management, open government affairs and legal publicity; To undertake administrative reconsideration and administrative litigation; To undertake the legality audit of the relevant regulatory documents of the bureau; To undertake the guidance and coordination of administrative licensing and approval.

(five) preferential treatment (hanging "double support" work leading group office brand)

To undertake the work of pensions, preferential treatment and subsidies for all kinds of entitled groups; To undertake disability assessment, review, approval and pension for the people's police, civil servants, staff of state organs managed by civil servants, mobile militia and other personnel; To undertake the review, declaration, registration and filing of disabled soldiers who has retired from active service; To undertake the work of declaring and commending revolutionary martyrs; Responsible for guiding the management of special care hospitals, glorious homes and martyrs memorial buildings protection units; Assist in receiving letters and visits from retired noncommissioned officers; Undertake to organize and guide the city's work of supporting the army, supporting the government and loving the people; To undertake the organization and implementation of the activities of creating "double support" model cities; To undertake the daily work of the office of the leading group for the "double support" work in the city.

(6) Resettlement Office for Demobilized Veterans and Retired Military Cadres

Formulate local policies for receiving and resettling retired soldiers, demobilized non-commissioned officers, demobilized cadres, retired military cadres, retired non-commissioned officers and retired soldiers without military status; To undertake the reception and resettlement of retired soldiers, demobilized non-commissioned officers, demobilized cadres and non-commissioned officers (including armed police); To undertake the reception and resettlement of retired cadres, retired workers and retired non-commissioned officers handed over by the army (including the Armed Police Force); To undertake the service management of retired cadres directly under the direct control of the bureau, retired cadres in different places and scattered resettlement, and employees without military status; To undertake the organization and implementation of housing construction and housing distribution for retired military cadres; To undertake the application and review of self-employment of retired soldiers in cities and towns at the same level; Participate in the recruitment of new employees; Cooperate with military sub-divisions to register for reserve service; To guide the construction and management of retired military cadres' retirement homes, retired military cadres' service management centers (stations), quartermaster supply stations and military reception stations; To undertake the work of implementing the treatment of retired military cadres; To undertake the guidance of the training of military and civilian personnel in the city.

(7) Disaster Relief Office (merged with the office of the Municipal Disaster Reduction Committee)

To formulate plans and policies for disaster relief and reduction in the whole city; To undertake the organization and coordination of disaster relief and reduction work; To undertake the work of organizing the construction of natural disaster relief emergency system; To undertake the work of organizing disaster verification, statistics, reporting and release; In conjunction with the relevant units, undertake to organize and coordinate the emergency transfer and resettlement of victims, subsidies for the restoration and reconstruction of damaged houses of rural victims and life assistance for victims; To undertake the collection, management, distribution and supervision of the use of disaster relief funds and materials; To undertake the reception, management and distribution of donations from all walks of life in the city; To undertake the work of guiding the construction of disaster information staff in the city; In conjunction with relevant departments, undertake the organization and implementation of the renovation of rural dilapidated buildings; To undertake the daily work of the office of the Municipal Disaster Reduction Committee.

(viii) Social Welfare and Social Affairs Section

To formulate plans and policies for the development of social welfare undertakings in the whole city; To undertake the management of marriage registration in the whole city; To undertake the rescue and management work of guiding the unemployed in urban life; To guide and supervise the management and construction of the city's rescue management institutions; Undertake to guide the funeral management in the city; To undertake the work related to the implementation of funeral reform; To undertake the guidance and supervision of cemetery management in the whole city; To undertake the management of social welfare institutions and welfare enterprises in the city; To undertake foreign and domestic adoption registration.

Establish discipline inspection (supervision) institutions and party-mass organizations in accordance with relevant regulations and articles of association.
