There are 16 functional areas, including registration acceptance, information release, bid opening, bid evaluation, expert selection, electronic monitoring, fund settlement, state-owned land transaction, financial services and intermediary services. Equipped with perfect computer network, audio-visual monitoring and other software and hardware facilities, more than 20 bidding activities can be carried out every day.
Platform management system includes public resource trading system and supervision system. The transaction system mainly includes five systems: public resources transaction supervision, construction project bidding, land bidding, government procurement and state-owned property rights transaction. The supervision system mainly includes: network audio-visual monitoring system, bid evaluation management system, expert selection system, bidding inquiry system, charge management system, credit evaluation system and electronic monitoring system.
In order to further standardize the bidding development of construction enterprises in this region, Linyi Bidding Network has formulated the Bidding Management Regulations for Construction Enterprises, including: (1) personnel access management (2) communication tool management, and the personnel access management contents are as follows:
(1) members of the bid evaluation (trial) committee: the bid evaluation (trial) experts who participated in the bid evaluation (trial) activities on the same day randomly selected from the bid evaluation expert database will enter the bid evaluation area directly after being confirmed by the face recognition access control system, and the experts entering the bid evaluation area must carry valid identity documents and expert certificates; The judges (as well as external judges) appointed by the owner shall enter the bid evaluation area with valid identity documents and pass cards. After the bid evaluation (evaluation) experts enter the bid evaluation area, they first enter the lounge to wait. The bid evaluation (trial) experts shall take the initiative to avoid any of the following acts:
1. The staff of the tendering unit or the close relatives of the principal responsible person of the tendering unit;
2. The person in charge of the project or the personnel of the administrative supervision department;
3. Have other interests with the bidder, which may affect the fair bid evaluation;
4. Being subject to administrative punishment for engaging in illegal bidding activities, which is still within the validity period of punishment;
5. Other circumstances stipulated by laws and regulations.
(II) Employer: If the Employer has sent representatives to participate, no other personnel will be sent to the bid evaluation (trial) site. No more than 2 owners can enter the bid evaluation (trial) site, and other personnel can enter the bid evaluation area only after being confirmed by the on-site supervisor of the administrative supervision department.
(3) Intermediary agencies: Each project intermediary agency shall have no more than 2 staff members responsible for auxiliary services.
(4) Notary institution: There must be two notaries for the project that needs notarization.
(5) Administrative Supervision Department: There shall be no more than 2 on-site supervisors for each project.
(VI) Other personnel: the staff who need to enter the bid evaluation area to provide health and technical services must be approved by the full-time management personnel in the bid evaluation area, but they are not allowed to enter the bid evaluation room where the bid is being evaluated.
On that day, the personnel on duty on the platform should check the management of the bid evaluation area at any time.
