Thoughts on Realizing the Effective Service of Regional Geological Data Information for Local Economy —— Taking Northeast China as an Example

Starting from the positioning of geological data information service in large areas of China, this paper introduces the working nature, characteristics and service status in Northeast China, analyzes the current social demand of geological data information, defines the positioning of socialized service, and puts forward some thoughts on how to effectively connect with local economic development.

In recent years, in order to strengthen the basic and public geological work, the state has established a regional geological survey center (regional center for short) on the basis of the original six regional geological and mineral research institutes. With the development of national economy and the strengthening of government's macro-management function. The regional center with regional geology as the research object is particularly important for the local economic development and planning and deployment, and the development and utilization of geological data and information collected in this area is an indispensable decision-making reference.

The work scope in Northeast China includes three northeastern provinces and four leagues in the east of Inner Mongolia Autonomous Region, with a total area of 1.26 million square kilometers. Regional geological data information is formed in history, based on regional geological and mineral research, and accumulated through years of work according to the work area designated by the state. These data cover the regional geology, minerals, hydrology, mineral deposits, strata and paleontology from 1949 to 2009. In 2008, the state decentralized remote sensing, aeromagnetism, gravity, geochemical exploration, heavy sand and other information databases to large areas for hierarchical management. With the increasing emphasis on basic geology and environmental geology in the coming period, it is of great practical significance to further increase the investment in resource exploration for the planning and development of local economy.

1 geological work and characteristics of northeast regional center

Northeast Regional Center, formerly known as Shenyang Institute of Geology and Mineral Resources of the Ministry of Geology and Mineral Resources, was established in 1963. It is an institute established by researchers from Liaoning, Jilin and Heilongjiang Geological Bureau. The research scope is in the northeast, including regional geology, minerals, stratigraphy, paleontology and non-metallic minerals. After decades of work, a large number of research results and rich geological data have been accumulated. In the 1980s, the Institute carried out research and prospecting for gold deposits nationwide, further broadening the scope of work. 1999 after the establishment of China geological survey, the institute undertook the national geological survey project in northeast China, and experienced the historical evolution of engaging in basic research, regional geology, geological prospecting and undertaking major national projects.

In 2006, according to the arrangement and deployment of China Geological Survey, the work functions were adjusted and increased, giving it four functions: geological survey, geological research, engineering supervision and information service. In 2008, China Geological Survey further clarified that the regional center should undertake the functions of national geological survey projects, regional geological scientific research, socialized service of geological data information and supervision of regional projects, thus rationalizing the relationship between national geological survey research projects and local projects in the region, solving many problems such as the time limit for submitting geological data, the quality of pictures and texts, socialized service and so on, and creating conditions for regional geological data information to serve the regional economy.

2. Present situation of geological data service in large areas

2. 1 Rich in materials.

In order to do a good job in geological data information service, Shenyang Regional Center has comprehensively cleaned up the collected data and paper maps, which are divided into regional geology, mineral geology, geophysical exploration, geochemical exploration, remote sensing, hydrological engineering, environmental geology and comprehensive geological research according to professional categories. By the end of 2009, 32.494 geological data and maps had been cleared in * * * meters, including 8,398 geological achievement data, 23,700 topographic maps of various scales, and 5 geological scientific research data and research reports 102 15, all of which were mainly in paper media. Since the launch of the national geological survey project, the region * * * has received a total of 87 geological achievement reports/kloc-0 from domestic geological prospecting units working in the northeast, all of which are electronic documents. It also received the digital geological map database distributed by China Geological Survey and National Geological Archives, the database of mineral deposits and working degree in Northeast China, isotope geological dating and national rock database, as well as important foundations of heavy sand, gravity, geochemistry, aeromagnetism and remote sensing in Northeast China. In addition, the region also collected geological data of neighboring countries such as the Russian Far East, Mongolia and North Korea, as well as related geological and mineral data of the United States, Japan, Brazil, Argentina and Australia through previous geological surveys and academic exchanges. All these provide necessary basic data for geological survey and geological prospecting in Northeast China.

2.2 service system is not perfect

At present, because the Shenyang Geological Survey Center has been established for a short time, the geological data collected in the past are in the stage of cleaning up and sorting out, and it still needs a lot of investment to digitize paper documents. The electronic documents formed in the later period and various basic databases provided by the National Geological Archives still have problems in the comprehensive analysis, research, processing and the construction of institutions and service systems serving the society. The electronic information platform directly serving the society has not been fully established, and it has not been interconnected with the provinces (autonomous regions) and cities (prefectures) in the region. The search for new resources in Dacheng ore belt, the agricultural geological survey of national commodity grain base, the prevention and control of surface water and environmental pollution in urban economic zone, ecological protection, water search in the west, and ore search in the periphery of old mines all need to reach an understanding with the top level of local government.

Orientation and social demand of geological data service in three major regions

The establishment of regional geological survey centers by the state is to divide complex and centralized affairs into independent regions and carry out basic services on behalf of the state. The positioning of geological data information service in Northeast China is to provide basic geology, environmental geology, mineral resources, water resources status, resource utilization degree, sustainable development prospect and other information around the task of revitalizing the old industrial base in Northeast China, with the national economic development planning as the goal, and provide first-hand information for government leaders to make macro-and scientific decisions. The general requirements are as follows.

3. 1 Provide oil and gas data and basic data, and continue to find new resources.

Northeast China is the main oil producing area in China. The oil produced by Nianji Oilfield, Jilin Oilfield and Liaohe Oilfield accounts for one third of the national onshore oil production, and is an important petrochemical base in China. With the increase of oil exploitation years, the issue of resource inheritance has been put on the agenda of national and local leaders. In recent years, the state and petroleum management departments have invested heavily in finding new oil and gas resources. Taking advantage of its geographical position, Northeast China applied for funds for preliminary basic geological work from the state and made an investigation. Great progress has been made in the search for oil-bearing basins in the oil storage structures of Heilongjiang, Inner Mongolia and Jilin, and further exploration has been carried out jointly with Daqing Oilfield.

3.2 Provide information on coal prospecting, and consolidate the status of northeast energy base.

Northeast China has always been the main coal producing area in China, and Liaoning and Jilin provinces have provided a lot of coal resources for the construction of new China. With the reduction of resources for many years, deep and peripheral prospecting will be the focus of a new round of prospecting in China, and coal mine collapse will be the focus of geological environment research in old coal-producing areas. Heilongjiang production area, as an active coal base, is an important production area in Northeast China, which will bear the resource supply for the economic development of the whole region. The emerging coal base in eastern Mongolia is an important energy supplement for the future economic development in Northeast China. Cogeneration of coal and electricity and coal gasification will be the focus of clean energy and new energy construction in the coming period. With the strengthening of national basic geological work, it will be the focus of geological data information service in the future to build a regional geological data information network platform to provide timely information services for strengthening energy bases, transforming old areas and investing in new areas.

3.3 Provide agricultural geological information to ensure national food security.

The northeast is China's rice granary. For many years, Songliao Plain has been the main grain producing area in China. During the "Eleventh Five-Year Plan" period, the state brought the construction of commodity grain bases into the category of national food security, and invested huge sums of money to transform and improve agricultural infrastructure. In 2004, a local agricultural geological survey was carried out in northeast China, and the chemical composition of soil and soil in the main grain producing areas was analyzed, and preliminary results have been obtained. Subsequent comprehensive research, soil improvement, supplementary elements, soil quality and plants have not yet been carried out. This work is essential to ensure the improvement of the output and quality of the main grain producing areas in China. Therefore, the updating and timely provision of agricultural geological data and information is conducive to the formulation of national investment policies and the development of local economy.

3.4 Provide information on water resources, environmental geology and urban geology, and boost the development of urban economic circle in Northeast China.

Northeast China is rich in water resources, but the distribution is uneven, and surface water and groundwater are seriously polluted. In recent years, surface water quality has been seriously polluted. According to the monitoring and evaluation of Songhua River and Liaohe River, only 10% of the rivers are of Grade I and II water quality; Three types of rivers account for 34%; Rivers with more than four types of water quality account for 56%. These surface water sources are the conditions for the survival and development of the whole northeast central urban economic circle (including Harbin, Changchun and Shenyang). Protecting water resources and improving geological environment are the needs of ensuring the construction of national commodity grain base and the production and life of 70% urban population. It will be an important part of this urban economic circle to provide basic urban geological information for large and medium-sized cities such as Shenyang, Changchun and Harbin, and to build a safe and stable China automobile industry base, equipment manufacturing base and modern agricultural products processing base. This economic circle will be the political, economic and cultural core of Northeast China.

3.5 Service for discovering new mineral resources and old mineral exploration.

During the Eleventh Five-Year Plan period, Daxinganling and southern Liaodong were listed as important metallogenic belts in Northeast China. With the deepening of the national basic geological survey project, the prospecting for metal minerals and energy minerals in the Daxinganling metallogenic belt has begun to emerge. Breakthroughs have also been made in prospecting in southern Liaodong, deep Jilin and the periphery of old mines. It will be of far-reaching significance for geological prospecting in this area to compare and summarize, deeply study the previous geological work degree and previous geological data, and rely on other basic geological and geographical information developed by the state in the above areas.

4. Realize the effective connection between regional information services and local economic development.

4. 1 Conduct comprehensive research around natural resources and local development goals.

Based on minerals, forests and materials, the national plan for revitalizing the old industrial bases in Northeast China has set 2 1 base construction targets. Around these goals, Shenyang Geological Survey Center put forward the mineral resources working strategy of "two areas and one side" and the water environment geological working strategy of "one belt and two compartments". "Two areas and one side" means that Daxinganling metallogenic area, Liaonan-Jilin metallogenic area and national resource areas around Northeast China are important areas for geological prospecting, and "One Belt and Two Sides" means that the central city economic zone, Dongxiang water resources base ecological zone and Xixiang ecological barrier construction zone are the focus of water environmental geological work. By striving for national special funds, we will reach an understanding with the governments of provinces (autonomous regions), cities (prefectures) and counties (cities) involved in the region, and carry out basic geological investigation and evaluation of minerals, water resources and environment, improve the level of basic geological work, and serve the local economy and sustainable development. Specific work contents: ① Work out the work plan, put forward the basic geological work task book in combination with the national approved base construction goal, declare the national geological special project, and strive for the special funds of the provincial (district) city (prefecture) government. ② Organize different research groups to carry out special research. Relying on the technical support of national scientific research institutions, organize experts and scholars from provincial (regional) geological prospecting departments, environmental monitoring departments, scientific research units and universities to participate in special research groups with regional centers as the core. According to the previous geological data and scientific research achievements, and compared with the achievements of the national geological survey projects in recent years, the newly completed national basic data information such as aeromagnetism, remote sensing, gravity and geochemistry are used. In-depth study of soil, surface and groundwater resources in key metallogenic belts, deep peripheral old mining areas and major grain producing areas, putting forward conclusive opinions conducive to macro-decision-making and industrial policy formulation of local governments, and implementing information services.

4.2 accurate positioning, to provide a scientific basis for local economic development planning

According to the four functions of geological survey, geological scientific research, data information service and regional engineering supervision determined by China Geological Survey for the national regional center, and around the goal of revitalizing the old industrial base in Northeast China in the State Council, the positioning of the regional center should carry out comprehensive geological survey in the macro target area, strengthen the regional evaluation of mineral resources, promote the construction of new mineral resources replacement bases in Northeast China, and improve the ability of water resources and environmental geological survey, evaluation and geological support in the economic circle of central cities; Further carry out agricultural geological surveys in major grain producing areas and continuously improve basic geological surveys in key areas; Fully tap the original geological data and geological research results, improve the research level, and implement the secondary development of old data; Make full use of the national basic database and information system, develop and use graphic and digital software, provide geological prospecting, basic geology and water environment geological information services for the society, and serve the sustainable development of local economy.

4.3 to achieve a "win-win" between resource utilization and local economic development.

The regional center shall establish information systems on the distribution, reserves, varieties and quality of mineral resources, and establish data query systems on basic geology, water resources and geological environment; Provide different mineral resources, information and basic data for different regions and different geological structural units, establish public information service websites and carry out online information services; Establish a professional expert advisory group to provide expert advice for different regions, different minerals and different geological conditions for the government's macro-decision-making reference. Local governments can put forward research topics and work projects, invite expert groups to carry out their work, make full use of national geological data and information resources within the framework of national public welfare geological investment, and obtain maximum economic benefits with minimum economic cost.
