Cost engineer refers to a professional who has obtained the professional qualification certificates of cost engineers in People's Republic of China (PRC) and China through the national unified examination and is engaged in the construction project cost work after registration.
The state implements a system of access to professional qualifications for cost engineers listed in the national vocational qualification catalogue. All units engaged in construction, design, construction, cost consultation and other engineering construction activities must be equipped with cost engineers in the post of construction project cost. Cost engineers are divided into first-class cost engineers and second-class cost engineers.
Rule number one. The professional qualification of the first-class cost engineer shall be subject to the examination system of unified national outline, unified proposition and unified organization.
Two, a cost engineer occupation qualification examination are set up basic subjects and professional subjects.
Article 3. The Ministry of Housing and Urban-Rural Development organized the drafting of the basic subject examination outline of the first-level cost engineer professional qualification examination, organized the first-level cost engineer basic subject examination, and put forward suggestions on the examination qualification standards.
The Ministry of Housing and Urban-Rural Development, the Ministry of Transport, and the Ministry of Water Resources are respectively responsible for drafting the professional subject examination syllabus of the first-level cost engineer professional qualification examination, organizing the first-level cost engineer professional subject examination, and proposing the examination qualification standards.
Article 4. Ministry of Human Resources and Social Security is responsible for examining and approving the subjects and syllabus of the first-class cost engineer professional qualification examination, organizing and implementing the examination of the first-class cost engineer professional qualification examination, and determining the examination qualification standards; In conjunction with the Ministry of Housing and Urban-Rural Development, the Ministry of Transport and the Ministry of Water Resources, guide, supervise and inspect the professional qualification examination for first-class cost engineers.
Article 5. Who abide by national laws and regulations, have good political, professional quality and moral conduct, engaged in project cost work, meet one of the following conditions, you can apply to participate in the first-class cost engineer professional qualification examination:
(a) to obtain a college degree in engineering cost (or higher vocational education) and have been engaged in engineering cost business for 5 years;
College degree or higher vocational education in civil engineering, water conservancy, equipment manufacturing, transportation, electronic information, finance and trade, etc., and engaged in engineering cost business for 6 years.
(two) to obtain a bachelor's degree or degree in engineering management and engineering cost, and to pass the professional evaluation (certification), and to engage in engineering cost business for 4 years;
Bachelor degree or degree in engineering, management or economics, and engaged in engineering cost business for 5 years.
(three) to obtain a master's degree or a second bachelor's degree in engineering, management and economics, and to engage in engineering cost business for 3 years.
(four) to obtain a doctorate in engineering, management, economics, engaged in engineering cost business for 1 year.
(5) Those who have obtained corresponding academic qualifications or degrees in other professional categories (categories) will have a corresponding increase of 65,438+0 years of working experience in engineering cost business.
Article 6 Those who have passed the first-class cost engineer professional qualification examination shall be awarded the "People's Republic of China (PRC) * * * and China Cost Engineer (First-class) Professional Qualification Certificate" uniformly printed by Ministry of Human Resources and Social Security and jointly printed by the Ministry of Housing and Urban-Rural Development, the Ministry of Transport and the Ministry of Water Resources respectively with Ministry of Human Resources and Social Security.
The certificate is valid nationwide.
