The National Development and Reform Commission issued a notice saying: "Our commission is studying and formulating new management regulations, and this year it will no longer accept applications for qualification identification of engineering consulting units. ..... During the validity period of the qualification certificate, we will not issue a new certificate ".
The announcement also stated that "all units can engage in engineering consulting business according to the original certificate and this announcement"
