Main responsibilities:
(a) to implement the educational policies, laws and regulations of the party and the state, to implement the provincial and municipal decisions on education, to formulate the city's educational reforms and policies, and to supervise their implementation.
(two) responsible for the overall planning and coordinated management of all kinds of education at all levels. In conjunction with relevant departments, formulate standards for the establishment of schools at all levels, guide the education and teaching reform of schools at all levels, and be responsible for the statistics, analysis and release of basic education information.
(three) responsible for promoting the balanced development of compulsory education and promoting education equity, responsible for the macro guidance and coordination of compulsory education, and guiding the work of ordinary high school education, preschool education and special education. Draw up the evaluation standards of basic education, basic teaching requirements and basic teaching documents, organize the examination and approval of local curriculum materials at the municipal level in primary and secondary schools, and fully implement quality education.
(four) to guide the education supervision work, to be responsible for organizing and guiding the supervision, inspection, evaluation and acceptance of secondary and below secondary education and youth literacy, and to guide the monitoring of the development level and quality of basic education.
(five) to guide the development and reform of employment-oriented vocational education, formulate teaching guidance documents and teaching evaluation standards for secondary vocational education, and guide the construction of teaching materials and vocational guidance for secondary vocational education.
(six) to be responsible for the overall management of education funds in this department, to participate in the formulation of education fund raising, education appropriation and education infrastructure investment policies, and to be responsible for the statistics of education fund investment.
(seven) to guide the ideological and political work and moral education in schools at all levels, to guide the sports health, art education and national defense education in schools at all levels, to guide the off-campus education of young people in the city, and to coordinate and guide the education of ethnic minorities.
(eight) in charge of the work of teachers in the city, and to guide the construction of teaching and administrative staff in the school; Organize all kinds of schools at all levels in the city to implement the teacher qualification system, and be responsible for the identification of teachers' qualifications in secondary specialized schools, senior middle schools, vocational high schools and adult secondary schools; Guide the reform of professional titles in the city's education system, and be in charge of the evaluation and employment of professional and technical positions of teachers at all levels and types of schools. Guide the construction of talent team in the education system.
(9) Centralized management of the city's national academic education, planning, coordinating and guiding continuing education after various academic qualifications, formulating enrollment plans for secondary and lower schools and organizing and guiding their implementation, and organizing various entrance examinations, adult self-study examinations and related social examinations.
(10) Leading the Party-mass work in schools; Guide the party building in the city's education system, guide the work of trade unions, the Communist Youth League and the Young Pioneers in the education system, and guide the work of discipline inspection, administrative supervision, letters and visits, auditing and morals construction in the city's education system.
(eleven) in accordance with the cadre management authority, responsible for the personnel management of directly affiliated units and schools and the assessment, appointment and removal, examination and approval of leading cadres, and guide the work of relevant educational societies, associations, foundations and other social groups.
(twelve) to formulate the city's language policy and long-term planning, and organize the implementation of Chinese and minority languages and standards. Guide the popularization of Putonghua and train Putonghua teachers.
(thirteen) to guide the work-study program and funding for poor students at all levels and types of schools, and to guide the comprehensive improvement of the public security environment in the education system and the handling of emergencies.
(fourteen) to undertake other tasks assigned by the Qujing Municipal People's government.
