The principle of strategic decision refers to the guiding principle and code of conduct that must be followed in decision-making. It embodies the guiding ideology of scientific decision-making and summarizes the practical experience of decision-making.
(A) the principle of accurate information
Comrade Mao Zedong pointed out: "The correct deployment of commanders comes from correct determination, correct determination comes from correct judgment, and correct judgment comes from careful and necessary reconnaissance and constant thinking of various reconnaissance materials." This passage illustrates the principle of accurate information well.
The principle of information accuracy requires decision makers to collect all kinds of information, intelligence and data extensively, summarize, sort out, compare and choose, and extract valuable things from the table and the table. At the same time, strengthen the forecasting work, forecasting is to provide a lot of future information for decision makers, and only decisions based on reliable forecasting are scientific decisions. When making a decision, we should insist on not making a decision if the situation is unknown, discuss it collectively without objection, and resolutely oppose the subjective idealism view of "unknown situation, great determination, little knowledge and many ideas", otherwise the work will be passive and even bring serious consequences.
(B) the principle of systematic thinking
Under modern conditions, the decision-making object is usually an organic system composed of multiple factors, which can be divided into several subsystems, and each subsystem has many specific purposes and functions. The system principle emphasizes the systematic thinking and comprehensive analysis of the whole and part, internal conditions and external environment, current interests and long-term interests, main goals and secondary goals in decision-making, so as to avoid paying attention to one thing and losing the other, resulting in unbalanced proportion and affecting the overall situation. At the same time, we should also pay attention to the causal relationship of things and the objective law of their development. The 17th National Congress of the Communist Party of China clearly pointed out that Scientific Outlook on Development's fundamental method is overall consideration, and the viewpoint of overall consideration is the specific requirement of the principle of systematic thinking.
(3) the principle of scientific feasibility
This is a sign to measure the correctness of the decision. Any decision must proceed from reality, analyze the existing subjective and objective conditions such as manpower, material resources, financial resources and scientific and technological capabilities, and analyze the possible changes in the development process, including the advantages and disadvantages of politics, economy, society and ecology after the implementation of the decision, and determine its feasibility through careful argumentation, careful review and evaluation. Only by making such a decision can it definitely become a scientific decision.
(D) the principle of collective decision-making
On the one hand, the principle of collective decision-making refers to the application of the principle of democratic centralism in decision-making, which requires decision-makers to discuss collectively and vote democratically when making decisions; On the other hand, it refers to the role of think tanks composed of experts and scholars in the decision-making process.
Modern society is a huge and highly complex system, and all aspects of the whole society are intertwined, interrelated and restricted, forming a situation that affects the whole body. Even a small decision-making mistake will cause a chain reaction. Facing the complex and changeable huge social system engineering, any leader's personal knowledge and experience are far from enough. Personal knowledge and experience greatly reduce the possibility of successful decision-making, resulting in the division of labor between decision-makers and decision-makers, which is the inevitable trend of democratic and scientific decision-making.
Therefore, the Sixteenth National Congress of the Communist Party of China requires: "Decision-making bodies at all levels should improve the rules and procedures for major decisions, establish a system that reflects social conditions and public opinion, establish a social publicity and social hearing system for major issues closely related to the interests of the masses, improve the expert consultation system, implement a system of argumentation and responsibility for decision-making, and prevent the arbitrariness of decision-making."
