Article 2 These Measures shall apply to the release of early warning information within the administrative area of this Municipality.
Article 3 The term "early warning information" as mentioned in these Measures refers to information for early warning of natural disasters, accidents and public health incidents that may occur and may cause serious social harm.
The provisions of relevant laws and regulations shall apply to the release of early warning information of social security incidents. The relevant laws and regulations are not clearly defined, which can be implemented with reference to these measures.
Article 4 Early warning information includes issuing unit, issuing time, possible emergency category, starting time, possible influence range, early warning level, early warning items, developments, relevant measures, telephone number, etc.
Article 5 According to the urgency, development trend and possible harm degree of emergencies, the early warning levels of early warning information are divided into particularly significant (level 1), significant (level 2), relatively large (level 3) and general (level 4), which are marked with red, orange, yellow and blue in turn, with level 1 being the highest level.
The grading standard of early warning information shall be implemented in accordance with the provisions of the overall emergency plan for public emergencies in Chongqing and individual emergency plans for various emergencies.
Article 6 Early warning information shall be issued by the people's governments at or above the county level or departments and units authorized by the people's governments at or above the county level. Where laws, regulations or rules provide otherwise, such provisions shall prevail.
Seventh three or four levels of early warning information issued by the people's governments of counties (autonomous counties, hereinafter referred to as counties) or the relevant departments and units authorized by the people's governments of counties.

Under special circumstances, the Municipal People's Government may issue early warning information at all levels.
If there are no provisions in laws, regulations or normative documents, the relevant departments and units shall be responsible for issuing early warning information at the corresponding level according to the authorization of the people's governments at or above the county level.

Strict audit system shall be implemented for the release of early warning information above the second level. Relevant functional departments analyze and judge possible emergencies and form early warning information, and convene relevant experts for consultation when necessary. The early warning information is released after being reviewed and signed by the main leaders of the issuing department. If there are special circumstances that need to be reported to the municipal government for review, it should be submitted to the municipal government emergency office in a timely manner, and submitted to the municipal government for comments after being reviewed by the municipal government emergency office.
Ninth early warning information shall be issued in a unified system, and shall be issued through the emergency early warning information release system of the people's governments of cities, districts and counties. Emergency early warning information release system is located in the city, district and county meteorological agencies.
Tenth people's governments at all levels in the city should make full use of radio, television, newspapers, the Internet, mobile phone messages, electronic display screens, publicity vehicles, rural "loudspeakers" or organize personnel to inform, and spread early warning information to all sectors of society and the public quickly, timely and accurately. For the old, young, sick, disabled, pregnant and other special groups, as well as hospitals, schools and other special places and early warning blind areas, effective and well-known means of communication should be adopted.
Eleventh radio stations, television stations, newspapers, websites and telecom operators shall disseminate early warning information to the public in a timely, accurate and free manner.
Article 12 After the release of early warning information and the announcement of the early warning period, the people's governments at or above the county level shall notify the military organs at the same level, the resident China People's Liberation Army, the Chinese People's Armed Police Force and the people's governments of neighboring or related areas that may be endangered.
Thirteenth unexpected events outside the city may affect the city, the municipal government emergency office shall immediately organize relevant departments and units to carry out emergency monitoring, organize experts to analyze the development trend of the incident, and report early warning information to the municipal government.
Article 14 The municipal government shall report to the relevant provinces (autonomous regions and municipalities directly under the Central Government) about emergencies that may have significant domestic and international impacts, and report to the State Council after the consent of the municipal government.
Fifteenth relevant departments and units of the city, district and county that may be harmed by unexpected events shall, after receiving the early warning information, take effective measures to do a good job in prevention and response in accordance with relevant regulations to avoid or mitigate the harm caused by unexpected events.
Sixteenth villagers' committees, residents' committees, other grassroots organizations and village (community) information reporters shall, after receiving the early warning information, carry out publicity and mobilization, and organize the masses to do a good job in prevention and response.
Seventeenth facts prove that it is impossible to have an emergency or the danger has been lifted, and the departments and units that issued the early warning information shall promptly announce the termination of the early warning and lift the relevant measures that have been taken.
Article 18 The people's governments at all levels in this Municipality shall strengthen the publicity and education on the relevant knowledge of early warning information, popularize the knowledge of disaster prevention and mitigation, enhance the public's awareness of disaster prevention and mitigation, and improve the public's ability of self-help and mutual assistance.
Nineteenth any of the following acts, in accordance with the relevant provisions of the "People's Republic of China (PRC) Emergency Response Law" and other laws and regulations, shall be investigated for relevant responsibilities:
(a) unauthorized release and dissemination of early warning information to the society;
(2) fabricating and disseminating false early warning information, or spreading it knowing that it is false early warning information;
(3) changing or not cooperating with the release of early warning information without authorization;
(four) other acts in violation of the management of early warning information release.
Twentieth early warning information release staff dereliction of duty, leading to major mistakes in early warning information release and causing serious consequences, the main person in charge, the person in charge and the person directly responsible shall be given administrative sanctions; If a crime is constituted, criminal responsibility shall be investigated according to law.
Article 21 These Measures shall come into force as of the date of promulgation.
