1, Animal Husbandry Law of People's Republic of China (PRC)

Chapter one? general rule

Rule number one This Law is formulated in order to standardize the production and operation of animal husbandry, ensure the quality and safety of livestock and poultry products, protect and rationally utilize livestock and poultry genetic resources, safeguard the legitimate rights and interests of livestock and poultry producers and operators, and promote the sustained and healthy development of animal husbandry.

Rule number two This Law is applicable to the protection and utilization, breeding, feeding, management and transportation of livestock and poultry genetic resources in People's Republic of China (PRC). The term "livestock and poultry" as mentioned in this Law refers to the livestock and poultry listed in the published catalogue of livestock and poultry genetic resources in accordance with the provisions of Article 11 of this Law.

The protection, utilization, production and operation of bee and silkworm resources shall be governed by the relevant provisions of this Law.

Rule three. The state supports the development of animal husbandry and gives full play to the role of animal husbandry in developing agriculture, rural economy and increasing farmers' income.

People's governments at or above the county level shall take measures to strengthen the infrastructure construction of animal husbandry, encourage and support the development of large-scale aquaculture, promote the industrialized operation of animal husbandry, improve the comprehensive production capacity of animal husbandry, and develop high-quality, efficient, ecological and safe animal husbandry.

The state helps and supports ethnic minority areas and poverty-stricken areas to develop animal husbandry, protect and rationally utilize grasslands, and improve the production conditions of animal husbandry.

Article 4? The state shall take measures to train animal husbandry and veterinary professionals, carry out research and popularization of animal husbandry and veterinary science and technology, carry out education and publicity of animal husbandry and veterinary science and technology knowledge, provide animal husbandry and veterinary information services, and promote the progress of animal husbandry science and technology.

Article 5? Animal husbandry producers and operators may voluntarily set up trade associations according to law to provide information, technology, marketing, training and other services for members, strengthen industry self-discipline and safeguard the interests of members and the industry.

Article 6? Animal husbandry producers and operators shall fulfill their obligations of animal epidemic prevention and environmental protection according to law, and accept the supervision and inspection carried out by relevant competent departments according to law.

Article 7? The animal husbandry and veterinary administrative department of the State Council is responsible for the supervision and management of the national animal husbandry. The animal husbandry and veterinary administrative departments of the local people's governments at or above the county level shall be responsible for the supervision and administration of animal husbandry within their respective administrative areas.

The relevant competent departments of the people's governments at or above the county level shall be responsible for promoting the development of animal husbandry within the scope of their respective duties.

Article 8? The animal husbandry and veterinary administrative department of the State Council shall guide the animal husbandry producers and operators to improve the conditions and environment of livestock and poultry breeding, feeding and transportation.

2. Measures for the administration of veterinary practitioners

Chapter one? general rule

Rule number one In order to standardize the practice of practicing veterinarians, improve the professional quality and professional ethics of practicing veterinarians, protect the legitimate rights and interests of practicing veterinarians, and ensure animal health and public health and safety, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention.

Rule number two These Measures shall apply to veterinary personnel engaged in animal diagnosis and treatment and animal health care activities in People's Republic of China (PRC).

Rule three. The practicing veterinarians mentioned in these Measures include practicing veterinarians and practicing assistant veterinarians.

Article 4? The Ministry of Agriculture is responsible for the management of national registered veterinarians.

The veterinary administrative department of the local people's government at or above the county level shall be responsible for the management of practicing veterinarians within their respective administrative areas.

Animal health supervision institutions established by local people's governments at or above the county level shall be responsible for the supervision and law enforcement of practicing veterinarians.

Article 5? The veterinary administrative department of the people's government at or above the county level shall, in accordance with the relevant provisions of the state, commend and reward the practicing veterinarians who have made outstanding contributions in the prevention, control and eradication of animal diseases.

Article 6? Veterinarians should have good professional ethics and practice in accordance with the requirements of laws, administrative regulations and technical specifications on animal epidemic prevention, animal diagnosis and treatment and veterinary drug management.

Veterinarians should regularly participate in the education and training of veterinary professional knowledge and relevant policies and regulations, and constantly improve their professional quality.

Article 7? Veterinary practitioners perform their duties according to law, and their rights and interests are protected by law.

Encourage the establishment of veterinary trade associations, implement industry self-discipline, standardize practice behavior and improve service level.

3. Regulations on the Administration of Veterinary Drugs

Chapter I General Provisions

Rule number one In order to strengthen the management of veterinary drugs, ensure the quality of veterinary drugs, prevent and control animal diseases, promote the development of aquaculture and protect human health, these regulations are formulated.

Rule number two Engaged in the research, production, sale, import and export, use, supervision and management of veterinary drugs in People's Republic of China (PRC) shall abide by these regulations.

Article 3 The veterinary administrative department of the State Council shall be responsible for the supervision and administration of veterinary drugs throughout the country.

The veterinary administrative departments of local people's governments at or above the county level shall be responsible for the supervision and administration of veterinary drugs within their respective administrative areas.

Article 4? The state implements a classified management system for veterinary prescription drugs and over-the-counter drugs. Measures and specific implementation steps for classified management of veterinary prescription drugs and over-the-counter drugs shall be formulated by the veterinary administrative department of the State Council.

Article 5? The state practices a veterinary drug reserve system. In the event of a major animal epidemic, disaster or other emergency, the veterinary administrative department of the State Council can urgently call the national veterinary drug reserve; When necessary, veterinary drugs outside the national reserve can also be called.

4. People's Republic of China (PRC) Animal Epidemic Prevention Law

Chapter I General Provisions

Rule number one This Law is formulated with a view to strengthening the management of animal epidemic prevention activities, preventing, controlling and eradicating animal epidemics, promoting the development of aquaculture, protecting human health and ensuring public health and safety.

Rule number two This Law is applicable to animal epidemic prevention and its supervision and management activities in People's Republic of China (PRC).

The entry and exit quarantine of animals and animal products shall be carried out in accordance with the provisions of the Law of People's Republic of China (PRC) on Entry and Exit Animal and Plant Quarantine.

Rule three. Animals mentioned in this Law refer to livestock, poultry and other animals that are artificially raised and legally caught.

Animal products mentioned in this Law refer to the meat, skin, hair, viscera, fat, blood, semen, eggs, embryos, bones, hooves, heads, horns and tendons of animals and milk and eggs that may spread animal diseases.

Animal epidemics mentioned in this Law refer to animal infectious diseases and parasitic diseases.

Animal epidemic prevention as mentioned in this Law refers to the prevention, control and extermination of animal epidemics and the quarantine of animals and animal products.

Article 4? According to the harm degree of animal diseases to aquaculture production and human health, the animal diseases managed by this law are divided into the following three categories:

(1) A Class I infectious disease refers to a disease that is seriously harmful to people and livestock and requires urgent and severe compulsory prevention, control and extermination measures;

(2) Class II epidemics refer to those that may cause great economic losses and need to be strictly controlled and extinguished to prevent their spread;

(3) Class III epidemic refers to common and frequent epidemics that may cause great economic losses and need to be controlled and purified.

The list of specific diseases of the first, second and third kinds of animal diseases mentioned in the preceding paragraph shall be formulated and published by the competent veterinary department of the State Council.

Article 5? The state implements the policy of putting prevention first in animal epidemics.

Article 6? The people's governments at or above the county level shall strengthen the unified leadership over animal epidemic prevention, strengthen the construction of grass-roots animal epidemic prevention teams, establish and improve the animal epidemic prevention system, and formulate and organize the implementation of animal epidemic prevention plans.

Township people's governments and urban street offices shall organize the masses to assist in the prevention and control of animal diseases within their respective jurisdictions.

Article 7? The veterinary administrative department of the State Council is in charge of the national animal epidemic prevention work.

Veterinary departments of local people's governments at or above the county level shall be in charge of animal epidemic prevention within their respective administrative areas.

Other departments of the people's governments at or above the county level shall do a good job in animal epidemic prevention within the scope of their respective duties.

The animal health supervision departments of the army and the armed police force are responsible for the epidemic prevention of active animals and self-use animals respectively.

Article 8? Animal health supervision institutions established by local people's governments at or above the county level shall be responsible for the quarantine of animals and animal products and other supervision, management and law enforcement related to animal epidemic prevention in accordance with the provisions of this law.

Article 9? The people's governments at or above the county level shall, in accordance with the provisions of the State Council, set up animal disease prevention and control institutions in accordance with the principles of overall planning, rational layout and comprehensive setting.

To undertake the technical work of prevention and control of animal diseases such as monitoring, detection, diagnosis, epidemiological investigation and epidemic situation report.

5 measures for the administration of livestock and poultry identification and breeding archives

Chapter one? general rule

Rule number one In order to standardize the production and operation of animal husbandry, strengthen the management of livestock and poultry identification and breeding files, establish a traceability system for livestock and poultry products, effectively prevent and control major animal diseases, and ensure the quality and safety of livestock and poultry products,

According to the "People's Republic of China (PRC) Animal Husbandry Law", "People's Republic of China (PRC) Animal Epidemic Prevention Law" and "People's Republic of China (PRC) Agricultural Products Quality and Safety Law", these measures are formulated.

Rule number two The term "livestock and poultry identification" as mentioned in these Measures refers to the ear tags, electronic tags, anklets and other signs bearing livestock and poultry information approved by the Ministry of Agriculture.

Rule three. Engaged in livestock and poultry and livestock products production, management, transportation and other activities within the territory of People's Republic of China (PRC), shall abide by these measures.

Article 4? The Ministry of Agriculture is responsible for the supervision and management of national livestock and poultry identification and breeding files.

The animal husbandry and veterinary administrative departments of local people's governments at or above the county level shall be responsible for the supervision and management of livestock and poultry identification and breeding files within their respective administrative areas.

Article 5? The livestock and poultry identification system should adhere to the principles of unified planning, classified guidance, step-by-step implementation and steady progress.

Article 6? Livestock and poultry appraisal fees included in the financial budget of the provincial people's government.

6. Measures for the administration of animal clinics.

Chapter I General Provisions

Rule number one In order to strengthen the management of animal clinics, standardize animal clinics and ensure public health and safety, these measures are formulated according to the Law of People's Republic of China (PRC) on Animal Epidemic Prevention.

Rule number two Institutions engaged in animal diagnosis and treatment activities within the territory of People's Republic of China (PRC) shall abide by these measures.

The term "animal diagnosis and treatment" as mentioned in these Measures refers to the prevention, diagnosis, treatment and sterilization of animal diseases.

Rule three. The Ministry of Agriculture is responsible for the supervision and management of animal clinics nationwide.

The veterinary administrative departments of local people's governments at or above the county level shall be responsible for the management of animal clinics within their respective administrative areas.

Animal health supervision institutions established by local people's governments at or above the county level shall be responsible for the supervision and law enforcement of animal clinics within their respective administrative areas.
