The management institutions of economic functional zones shall perform the duties of the District People's Government. Article 6 The municipal administrative department of housing and urban-rural construction (hereinafter referred to as the municipal department of housing and urban-rural construction) is the administrative department of urban construction archives of the whole city, which is subject to the supervision and guidance of the archives administrative department at the same level in business, and is responsible for organizing the implementation of these measures and performing the following duties:
(a) to formulate urban construction archives development planning and related systems;
(two) investigate and deal with illegal acts in urban construction archives work according to law;
(three) responsible for the overall planning, planning and coordination of the city's urban construction archives informatization work;
(four) other duties as prescribed by laws, regulations and rules. Article 7 The Municipal Urban Construction Archives is the urban construction archives management institution of the municipal housing construction department, entrusted by the municipal housing construction department, and is responsible for the daily management of urban construction archives within its administrative area, and performs the following duties:
(a) to organize the implementation of laws, regulations, rules and normative documents related to the development planning and management of urban construction archives;
(two) to formulate and organize the implementation of technical specifications, standards and guidelines for the acceptance and filing of urban construction archives;
(three) responsible for receiving and keeping the urban construction archives included in the receiving scope of the urban construction archives management institution;
(4) To be responsible for the guidance and service of urban construction archives work, conduct special acceptance of engineering archives such as housing construction projects, municipal infrastructure projects, transportation infrastructure projects, water projects (excluding water conservancy projects) and energy projects, and participate in special acceptance of engineering archives of major national and provincial construction projects;
(five) responsible for the collection and protection of urban construction archives;
(six) responsible for the compilation of urban construction archives, information disclosure, query and utilization and consulting services;
(seven) other duties as prescribed by laws, regulations and rules.
Doumen District and Jinwan District urban construction archives management institutions, under the guidance of the municipal urban construction archives, are responsible for the daily management of housing construction engineering archives and urban construction archives except municipal, transportation, water and energy engineering archives. Article 8 The administrative departments in charge of transportation, water and other industries shall strengthen the archives management of transportation, water and energy construction projects, and incorporate the archives management of construction projects into the project management link.
Archives, development and reform, finance, natural resources and urban management comprehensive law enforcement and other relevant administrative departments shall, in accordance with their respective responsibilities, cooperate with the relevant work of urban construction archives. Article 9 The municipal housing and construction department shall establish a unified comprehensive information management system for urban construction archives in the whole city to realize information sharing and comprehensive utilization of urban construction archives.
City urban construction archives management institutions shall implement the information management of urban construction archives, and incorporate the urban construction archives information into the comprehensive information management system of the city's urban construction archives. Chapter II Submission and Receiving of Urban Construction Archives Article 10 The urban construction archives management institution is responsible for receiving the following files, including paper files and electronic files:
(a) all kinds of construction project files:
1. Industrial and civil construction engineering archives;
2. Archives of municipal infrastructure projects;
3. Archives of public infrastructure projects;
4. Traffic infrastructure project files;
5 garden construction and scenic area construction project files;
6 city appearance and environmental sanitation facilities construction project documents;
7 city flood control, earthquake, civil air defense engineering archives;
8. Underground pipeline engineering and status documents;
9. Other engineering archives as stipulated by laws, regulations and rules.
(two) housing and urban construction business management and business technology files;
(3) Achievements of urban surveying and mapping and urban and rural planning;
(four) urban planning and development, urban construction research and other achievements;
(five) survey, supplementary survey and supplementary drawing data of construction land and various construction projects;
(six) the policies and regulations of urban and rural planning, construction and management, and the basic information of urban history, nature and economy;
(seven) other urban construction archives with preservation value. Eleventh city urban construction archives management institutions shall formulate filing standards or guidelines, and clarify the requirements of urban construction archives filing scope, compilation quality and transfer time limit.
Construction, transportation, water affairs and other administrative departments shall inform the construction unit of the filing requirements and transfer time limit of construction project files when issuing construction permits.
