1. Effectively expanded the supervision channels of anti-corruption work. The characteristics of new media such as the Internet make the relationship between supervision and supervision unprecedented. This kind of performance is reflected in three aspects: First, the broad participation of the masses. Internet new media is extremely open, which breaks through the system threshold and social class status, and opens a feasible channel for the general public to supervise the government, so that anyone can participate in the supervision of government behavior anytime and anywhere. At the same time, its strong concealment objectively stimulated the enthusiasm of the general public and formed a strong supervision network with the participation of the whole people. Second, information feedback is fast. The rapid information circulation mode of network new media makes public opinion supervision more convenient and fast. On the one hand, it can present the original public opinion information and the real wishes and opinions of the grassroots people to the government without manual screening and processing, and realize the direct public opinion. On the other hand, it can make an incident get a high degree of attention in a short time, form a strong pressure of online public opinion in a short time, and urge relevant departments to check corruption clues as soon as possible. Third, information is highly transparent. In the previous public opinion information processing process, due to the relatively closed information flow, asymmetric information and opacity, mass supervision could not continue to participate in the whole process, which provided the possibility for black-box operation. However, the interactivity and high transparency of new media information on the Internet enable the public and the government to realize real-time two-way communication in the information flow, and ensure the transparency of public opinion processing to the maximum extent.
2. Effectively expanded the propaganda platform for anti-corruption work. On the one hand, online new media provide more abundant propaganda means and resources for anti-corruption work. The new network media, which integrates words, sounds and images, provides us with rich information forms and rich resources, and provides us with a variety of anti-corruption education propaganda means and resources, making our anti-corruption propaganda function more diversified, further enhancing the radiation, attraction and appeal of anti-corruption propaganda education, greatly expanding the space for anti-corruption public opinion guidance and expanding the coverage of public opinion propaganda. On the other hand, online new media provide convenient conditions for the government to grasp the leading role of anti-corruption public opinion guidance. Network new media makes the anti-corruption movement go from the party and government to the depths of the masses, and makes the audience number of anti-corruption publicity and education go from limited to unlimited. This provides a rare opportunity for the Party committee and government to grasp the guidance of public opinion in the new period and the initiative of anti-corruption public opinion guidance. As long as governments at all levels deeply grasp the characteristics of new online media and give full play to the positive social effects of online public opinion, they can always grasp the leading role of online anti-corruption public opinion guidance and lead the further development of anti-corruption work.
Second, the current situation and problems of using new media in grass-roots departments
1. Lack of initiative in using new media. At present, the use of new media by grass-roots departments in anti-corruption work is still in a passive stage, lacking initiative and enthusiasm. From the perspective of new media utilization forms, it lags behind the development pace of new media forms. At present, the use of new media by grass-roots departments is still dominated by departmental websites attached to local government websites. Weibo, which became popular a few years ago, has also become the main form adopted by some grass-roots government departments. Instant messaging tools such as QQ are also the main forms adopted by some departments, but they are mostly used for internal communication and rarely made public. However, the fast-developing and few Internet service exchange platforms in China, such as WeChat, are rarely used. Taking Tongzhou District of Nantong City as an example, the service numbers of government departments in Tongzhou District of Nantong City searched by the author through the function of adding friends on WeChat are only Nantong Traffic Patrol Police, Tongzhou Women's Federation, Tongzhou Fayuan, Tongzhou Youth League Committee and Tongzhou Micro Inspector (Public Security). Judging from the information transmission content of new media, at present, most carriers such as departmental websites and Weibo mainly publish one-way information, all of which are daily work news information. The new media has become a hodgepodge of daily work reports of grass-roots departments, but it lacks interaction with netizens, and it is slow to respond to comments, opinions or problems reflected by netizens, and it is slow to follow up or not to express opinions, thus losing the opportunity to deal with public opinions.
2. Lack of sensitivity to public opinion information judgment. At present, the grass-roots departments are seriously inadequate in the analysis and judgment of online public opinion, which affects the handling of public opinion. On the one hand, in the environment of maintaining stability, public relations measures are often taken to prevent and block public opinion information on the Internet, and information of this department is searched by carpet and keyword search in major forums every day. Take public relations measures to prevent and shield public opinion information published on the Internet that is not conducive to the report of this department, so as to minimize the spread of public opinion. On the other hand, online public opinion is hard to distinguish between true and false, and rumors and dissatisfaction are vented a lot, confusing people. However, grass-roots departments obviously lack the ability to identify the authenticity of public opinion information, and often spend a lot of time, manpower and material resources on identifying information, but they cannot judge the information and its development in time, thus delaying the audio-visual correction and positive guidance of false information.
3. Lack of a unified government network supervision platform. At present, the grass-roots government network supervision public platform construction is still lagging behind. In addition to the supervision channels such as the mayor's mailbox and online consultation hidden in the websites of grass-roots governments, most grass-roots governments have not yet built a public platform for network supervision. Most local influential folk forums have become a platform for the interim government to supervise the public. For example, Hao Bin Forum, a local online forum in Nantong, whose sub-section "Pay attention to Nantong" is full of all kinds of public opinions every day, including many reports and complaints about the bad behavior of government departments or party member cadres.
Three. Countermeasures and suggestions
1. Strengthen publicity and education, and guide the standardized development of anti-corruption work of new media. On the one hand, it is necessary to widely publicize the anti-corruption work of online new media, arouse people's more and higher attention to online anti-corruption, enhance their understanding of online anti-corruption, call on more people to join the network supervision army, fully mobilize their enthusiasm and initiative to participate in online anti-corruption, and strengthen the network supervision force; On the other hand, it is necessary to intensify the education of netizens, publicize the Party's policies and relevant laws and regulations, improve their ideological quality and network moral awareness, standardize their online words and deeds, minimize the spread of false information on the network, and reduce the "side effects" of new online media.
2. Accelerate the platform construction and guide the diversified development of new media anti-corruption channels. Take various ways to speed up the construction of new media anti-corruption work platform, enrich new media supervision means and expand new media supervision channels. On the one hand, government departments should strengthen communication with well-known local forums, and actively cooperate in information monitoring, collection, judgment and feedback with the help of the professional and technical strength of the website forum management team to ensure that public opinion information can be found, disposed of and fed back in time; On the other hand, government departments should keep pace with the times, accelerate the study, absorption and utilization of new forms of online communication, actively incorporate well-known and widely used social software such as QQ, Weibo and WeChat into the anti-corruption style system, and expand online anti-corruption supervision channels and supervision coverage with the help of the popularization of new media forms such as WeChat. At the same time, grass-roots governments should revitalize existing resources, make full use of existing government website monitoring channels such as "mayor's mailbox" and "online consultation", and give full play to these monitoring channels. Conditional grass-roots governments can also try to build an anti-corruption network platform, such as establishing a special anti-corruption website, and forming a new anti-corruption media platform system with government professional websites and column channels as the mainstay, supplemented by major forums, WeChat and other online social groups.
3. Improve the mechanism construction and guide the institutionalized development of new media anti-corruption work. It is necessary to carefully analyze and study the factors that restrict the current network anti-corruption work, improve the construction of laws and regulations on network supervision and reporting, speed up the research and development of the acceptance mechanism of network supervision and reporting, the use of clues and comprehensive feedback mechanism, and the confidentiality protection mechanism of real-name reporting, so that the network anti-corruption work will gradually move towards a standardized and scientific track. Through the improvement of the system, the network supervision channels can be truly unblocked, the efficiency of public opinion handling can be improved, and the unstable factors caused by public opinion congestion can be reduced. At the same time, through perfecting the system, it provides an institutionalized way out for the surging wave of anti-corruption in civil networks, effectively guiding public opinion in civil networks and preventing it from going blind.
4. Improve content construction and guide the development of new media anti-corruption work. First, government departments should change the past formatted writing style, official narrative language and dehumanized content selection, adopt vivid and changeable propaganda methods, use friendly language close to people's lives, select news information that people like, completely abandon the over-education color of official media, and pay attention to the practicality of content to attract people's attention, such as releasing more information about the current registration system reform and consumer rights protection cases that people care about. Second, we should attach importance to the interaction with the masses, actively respond to the demands of netizens, and promptly clarify, verify and feedback the questions or queries raised by netizens to prevent the negative emotions of netizens from accumulating and causing disharmony. We should always pay attention to the topics that the masses care about, actively participate in the discussion of mass topics, and establish the image of a network government that is close to the people.
5. Pay attention to team building and guide the professional development of new media anti-corruption work. Conditional local governments should be equipped with a network anti-corruption management team with firm politics, excellent business and solid style, which is responsible for the research and development and maintenance of new anti-corruption media technologies, information release and update, public opinion feedback and summary, and important situation reports. The management team should be regularly trained in relevant laws and regulations, information release and public opinion handling, so as to continuously improve the management team's ability to collect and handle public opinions.
