Chapter one? Total? rule

Rule number one According to the "Notice of Changsha Municipal People's Government on Printing and Distributing Changsha Municipality" (Chang Ban Fa [20 17] 10), these measures are formulated.

Rule number two Changsha talent green card (hereinafter referred to as "talent green card") is divided into four categories: A, B, C and D, which is recognized and issued by the Leading Group for Talent Work of the Municipal Party Committee, and provides electronic certificate with relevant policies and services for high-level talents. Foreign experts in categories A and B who meet the Classification Standard for Foreigners Working in China will be issued with green cards for foreign experts.

Rule three. The organization and implementation of the green card management service for talents is coordinated by the Talent Office of the Municipal Party Committee, led by the Municipal High-level Talent Service Development Center, with Xingsha Customs, the Organization Department of the Municipal Party Committee, the Municipal Compilation Office, the Municipal Foreign Affairs Office, the Municipal Education Bureau, the Municipal Science and Technology Bureau, the Municipal Housing and Construction Bureau, the Municipal People's Social Security Bureau, the Municipal Health and Wellness Commission, the Municipal Market Supervision and Administration Bureau, the Municipal Reception Service Center and the Municipal Housing Provident Fund Center.

Article 4? Immigration. Foreign high-level talents and foreign cardholders who have not obtained permanent residence identity cards and have been recognized by the relevant competent departments of China Municipal Government may apply for residence certificates with a residence period of no more than five years or multiple visas with an entry validity of no more than five years and a stay period of no more than 180 days.

Article 5? Customs service. Cardholders can enjoy relevant customs clearance facilities when carrying goods into and out of the country. Xingsha Customs designates specialized agencies and personnel to handle the formalities of examination, approval and release of inbound and outbound articles for talents and individuals in a timely manner.

Article 6? VIP service in airport and high-speed railway station. Coordinated by the Municipal Reception Service Center, a green channel will be set up at Changsha Airport and high-speed railway station to provide VIP services for cardholders.

Article 7? House purchasing service. Cardholders enjoy the housing purchase policy of Changsha registered population, which shall be handled by the Municipal Housing and Construction Bureau in accordance with the relevant measures of Changsha talent housing purchase and housing subsidy. The application for housing provident fund loans is not subject to the time limit for deposit, and shall be handled by the Municipal Housing Provident Fund Center according to the relevant rules for high-level talents in Changsha to apply for housing provident fund loans.

Article 8? Children's admission service. Children of Class A, B and C cardholders can choose to attend public primary and secondary schools and kindergartens at the city and county levels, and the Municipal Education Bureau is responsible for the implementation; Children of Class D cardholders attending compulsory education schools shall be arranged by the Municipal Education Bureau according to the talents' wishes and the actual situation, in accordance with the principle of relative proximity.

Article 9? Health care services. Open a "green channel" for high-level talents to seek medical treatment in the municipal third-class first-class hospitals, and provide cardholders with free medical examination, priority diagnosis and treatment, health management and other services. The relevant measures for medical security of high-level talents in Changsha shall be implemented by the Municipal Health and Wellness Commission.

Article 10? Spouse employment service. If the spouses of Class A, B and C cardholders are willing to work in Changsha, the arrangements are as follows:

(a) the original work in a public institution shall be declared by the unit where the talent belongs, and the Organization Department of the Municipal Party Committee, the Municipal Editorial Office and the Municipal People's Social Security Bureau shall make overall arrangements according to the principle of "counterpart".

(two) other types of employment, the employer shall declare in accordance with the principle of territoriality, and the corresponding districts and counties (cities) and parks shall give priority to recommending employment.

Article 11? Personnel file management service. Cardholders can choose the nearest government-owned human resources public service institution to manage personnel files according to their work unit or domicile. Unified and standardized services are provided by human resources public service institutions at all levels.

Article 12? Driving license conversion service. A cardholder may apply for an overseas driver's license to be renewed for a domestic driver's license with his identity certificate, physical condition certificate issued by a medical institution at or above the county level and a valid motor vehicle driver's license (if it is not expressed in Chinese, a Chinese translation shall also be issued). The Foreign Affairs Office of the Municipal Party Committee gives priority to the translation of passports and driver's licenses, and the Municipal Public Security Bureau provides priority conversion services, accepts them on the spot, takes exams on the same day, and opens a multilingual examination system, and receives or delivers domestic driver's licenses within one week after passing the exams.

Thirteenth innovation and entrepreneurship services. The science and technology projects undertaken and declared by the cardholder shall be given priority by the Municipal Science and Technology Bureau in all kinds of science and technology project plans in this Municipality, and the funds for science and technology projects shall be given priority. If a cardholder applies for an enterprise, the municipal industrial and commercial department will give priority to providing a green channel for enterprise name approval and enterprise registration, and actively provide cardholders with information consulting services such as the development of Changsha market entities. For the invention patent that the cardholder applies for and obtains authorization, priority shall be given to applying for the patent according to the Detailed Rules for the Implementation of Intellectual Property Funding in Changsha.

Fourteenth leading cadres should contact service talents. According to the relevant measures for leading cadres in Changsha to directly contact and serve high-level talents, the talent office of the municipal party Committee will co-ordinate the implementation.

Chapter three? Use and guarantee

Fifteenth talent green card is for personal use only. The cardholder's spouse, minor children, parents and spouse's parents can apply for supplementary cards of the talent green card for entry and exit services, customs services, VIP services at airports and high-speed railway station, and priority medical services.

Green cards for foreign experts are used for cardholders to enjoy entry and exit services, VIP services at airports and high-speed railway station, and house purchasing services.

Sixteenth functional departments involved in the talent green card service should be clearly in charge of leaders and liaison officers, and provide service guides. The Changsha Green Card Service Manual is compiled by the Municipal High-level Talent Service Development Center and distributed with the card.

Article 17? Personnel service windows and functional departments at all levels should be equipped with service specialists to provide cardholders with "one-on-one" services such as policy consultation and follow-up coordination.

Chapter four? Talent green card management

Article 18? The green card for talents is generally valid for 5 years. If it is necessary to issue a new card at the expiration of the validity period, I shall apply to the Municipal High-level Talent Service and Development Center for a new card.

Article 19 The Talent Office of the Municipal Party Committee takes the lead in organizing the assessment of A, B, C and D talents, and adjusts or cancels the green card category of the corresponding talents according to the assessment results.
