Zhonghuanjian (Beijing) Engineering Management Co., Ltd. is not a state-owned enterprise, but a private enterprise. Founded in 1994, the company was formerly known as "China Consulting (Beijing) Engineering Cost Consulting Co., Ltd." and was originally affiliated to the National Audit Office. In 2003, it was spun off from state-owned enterprises and became an enterprise with registered cost engineers as the main investors.
