For single independent households, the applicant must live independently and have his own house ownership certificate. Applicants are required to go through the registration formalities in registered permanent residence, the window of the local government affairs center, with private ownership certificate, household registration book and ID card.
If the original owner is in a foreign country, a written application of the original owner and a copy of the ID card shall be provided. If both parties can't be present, find someone to do it for them, and you need a power of attorney and the client's ID card.

Legal basis:
