The State Council has established the Academic Degrees Committee, which is responsible for leading the work of conferring academic degrees nationwide. The Academic Degrees Committee shall have a chairman, vice-chairmen and several members. The chairman, vice-chairman and members shall be appointed and removed by the State Council.
Article 8
Bachelor's degree, awarded by an institution of higher learning authorized by the State Council; Master's degree and doctor's degree are awarded by institutions of higher learning and scientific research institutions authorized by the State Council.
The list of institutions of higher learning and scientific research institutions (hereinafter referred to as degree-conferring units) and disciplines that can award degrees shall be put forward by the Academic Degrees Committee of the State Council and published after approval by the State Council.
