According to the contents of the notice, for consumers (including business units), from June 10, 2020 to March 3 1 day, 2026 (the invoicing time of the unified invoice for motor vehicle sales), the passenger cars produced by enterprises in the province, sold in the province and registered in the province will be purchased at the sales price (the unified invoice price for motor vehicle sales).

In addition, regarding the subsidy policy for new energy vehicles, it is clear in the notice that the subsidy policy will last until the end of 2022, and the intensity and pace of subsidies will be relaxed from 2020 to 2022, and the central new energy vehicle purchase subsidy funds will be allocated in time. The preferential policy of exempting new energy vehicles from vehicle purchase tax will last until the end of 2022. In order to simplify the car purchase transaction, consumers can directly handle the business of motor vehicle registration and licensing in 4S shops, and adopt "four exemptions" measures such as exemption from filling in forms, exemption from copying, exemption from submission and exemption from rubbing, and implement "one license office" and "one window office".

In speeding up the elimination of scrapped old diesel trucks, the notice proposes to encourage the early elimination of operating diesel trucks with emission standards lower than the national standards, encourage qualified places to carry out "trade-in" promotion activities for automobiles, and give financial support. At the same time, the Notice also supplemented the details of the system to smooth the circulation of used cars. The notice proposes to establish a second-hand car networking verification system to smooth the circulation channels of second-hand cars, and at the same time, from May 1 day in 2020 to February 3 1 day in 2023, value-added tax will be levied on second-hand car distribution enterprises at a reduced rate of 0.5% of sales.
