Measures of Wuxi Municipality on the Administration of Building Energy Conservation

Chapter I General Provisions Article 1 These Measures are formulated in accordance with People's Republic of China (PRC) Energy Conservation Law, People's Republic of China (PRC) Renewable Energy Law, the State Council Civil Building Energy Conservation Regulations, Jiangsu Building Energy Conservation Management Measures and other laws, regulations and rules, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the energy conservation of newly-built and expanded buildings within the administrative area of this Municipality, the energy conservation transformation of existing buildings, the application of renewable energy in buildings, the energy conservation of building energy systems and related supervision and management activities. Article 3 The term "buildings" as mentioned in these Measures refers to buildings with civil building functions in civil buildings and industrial construction projects. Article 4 The municipal construction administrative department shall be responsible for the supervision and management of building energy conservation within the administrative area of this Municipality. City (county), district construction administrative departments in accordance with the management authority responsible for the supervision and management of building energy conservation within their respective jurisdictions.

The administrative departments of development and reform, letter, finance, planning, land, housing management, housing management, science and technology, environmental protection, municipal gardens and office affairs management shall, according to their respective responsibilities, do a good job in building energy conservation. Article 5 The municipal, city (county) and district people's governments shall incorporate the building energy conservation work into the energy conservation target responsibility assessment, and commend and reward the units and individuals that have made outstanding contributions. Article 6 The municipal, city (county) and district people's governments shall arrange special funds for building energy conservation, encourage and support new building energy conservation demonstration, existing building energy conservation renovation, renewable energy building application, energy-saving operation of building energy system, green building and low-energy building construction, and related scientific and technological research, standard formulation, technology popularization, product development and demonstration project construction.

All kinds of government investment projects should play an exemplary role in building energy conservation.

Measures for the administration of the use of special funds for building energy conservation shall be formulated separately by the financial department in conjunction with the construction administrative department. Article 7 The government should strengthen the publicity and education of building energy conservation and raise citizens' awareness of building energy conservation.

The relevant government departments should incorporate the knowledge of building energy conservation into the training and assessment system of relevant employees, and improve the professional and technical level of employees.

Radio, television, newspapers, Internet and other mass media should strengthen the publicity of building energy-saving knowledge and supervise the building energy-saving behavior by public opinion. Eighth to encourage industry associations, intermediaries to carry out technology promotion, publicity and training, consulting services and other activities, to participate in building energy-saving special planning, standard setting, market cultivation and other work. Chapter II General Provisions Article 9 The administrative department in charge of construction shall, jointly with the development and reform, informatization, planning, housing security, housing management and other relevant departments at the same level, organize the preparation of special plans for building energy conservation, and organize their implementation after being approved by the people's government at the same level.

The special plan for building energy efficiency shall put forward the targets, key tasks, specific requirements, implementation steps and safeguard measures of building energy efficiency indicators, energy-saving renovation of existing buildings, development and utilization of renewable energy in buildings, and operation and management of building energy-using systems. Article 10 The government shall give necessary support to new technologies, new processes, new equipment, new products, new materials, renewable energy building application projects and projects with energy efficiency labels for low-energy buildings.

The government should guide financial institutions to provide support for projects such as energy-saving renovation of existing buildings, application of renewable energy, and demonstration projects of building energy efficiency.

Enterprises engaged in building energy-saving projects, with the resources listed in the national preferential tax list as the main raw materials, enjoy tax concessions in accordance with the relevant provisions of the state for the income from producing building energy-saving products and the expenditure on purchasing special equipment for building energy-saving. Eleventh relevant government departments should control the energy consumption of urban public facilities and architectural landscape lighting.

When the office buildings of state organs and large public buildings are newly built or rebuilt, energy consumption metering devices with the function of remote transmission of building energy consumption data should be designed and installed simultaneously. Twelfth to encourage the construction of green buildings and fully decorated residential buildings that meet the building energy efficiency standards and environmental protection requirements.

Encourage scientific research and technological development of building energy conservation, popularize energy-saving technologies, processes, equipment, materials and products, strengthen the application of new wall materials, and promote the development and utilization of renewable energy.

Construction projects including the use of qualified non-clay new wall materials and meet the requirements of energy conservation, in accordance with the provisions of the return of new wall materials special fund. Chapter III Energy Efficiency of Newly-built Buildings Article 13 In the preparation of detailed urban planning and detailed town planning, factors such as building energy efficiency and building energy utilization should be considered to determine the planning layout, plane layout, shape, orientation and volume of buildings. Fourteenth planning administrative departments shall, when reviewing the construction project planning according to law, solicit the opinions of the construction administrative departments at the same level on whether the design scheme meets the mandatory standards for building energy efficiency, and the construction administrative departments shall give a reply within 5 days. The time for soliciting opinions is not counted in the planning permission period. If the design scheme does not meet the mandatory standards for building energy efficiency, the construction project planning permit shall not be issued.

Land administrative departments shall specify the requirements for building energy conservation in land transfer conditions and contracts.

The competent administrative department of environmental protection shall incorporate the content of building energy conservation into the scope of environmental impact assessment and review.
