Article 2 The Energy Bureau of Inner Mongolia Autonomous Region is directly under the People's Government of the Autonomous Region.
Article 3 The Energy Bureau of the Autonomous Region shall implement the principles and policies of the Party Central Committee on energy work and the relevant decision-making arrangements of the Party Committee of the Autonomous Region, and uphold and strengthen the centralized and unified leadership of the Party on energy work in the process of performing its duties.
Main responsibilities:

(3) Organize and promote the research and development of major energy equipment technologies and related major scientific research projects in the whole region, guide the progress of energy science and technology and the introduction, digestion and innovation of complete sets of equipment, and organize and coordinate the popularization and application of related major demonstration projects and new products, technologies and equipment.
(4) To be responsible for the energy conservation and comprehensive utilization of resources in the energy industry in the whole region, participate in the research on the proposal of total energy consumption control targets, guide and coordinate the related work of total energy consumption control, and link energy production and construction with the balance between supply and demand.
(five) responsible for the supervision, law enforcement inspection and special rectification of coal mines and long-distance oil and gas pipelines in the whole region, supervise the implementation of the responsibility system for production safety, and guide the construction and training of coal mine safety infrastructure. Cooperate and coordinate the emergency rescue, emergency rescue and disaster relief, investigation and handling of major production safety accidents in coal mines and long-distance oil and gas pipelines in the whole region. Responsible for energy forecasting and early warning, information release in the whole region, and participation in energy operation regulation and emergency support.
(six) responsible for the production, operation and management of energy in the region, standardize and maintain the order of the energy market. Participate in the formulation of energy-related policies on resources, finance, taxation and environmental protection, and put forward suggestions on energy price adjustment.
(seven) to be responsible for the development of foreign energy cooperation in the whole region, and to coordinate and promote the development and utilization of energy between provinces, autonomous regions and municipalities directly under the central government and overseas.
(eight) responsible for monitoring and analyzing the power operation in the whole region, and coordinating and handling major problems in power operation and power grid operation. Guide the operation safety and technical supervision of the electric power industry in the whole region. Carry out the protection of power facilities and administrative law enforcement in the whole region according to law, and supervise the implementation of power laws and regulations.
(nine) to coordinate the comprehensive management of coal mine fire area, goaf, subsidence area and other disasters in the whole region.
(ten) to complete other tasks assigned by the Party committee and government of the autonomous region.
Internal organization:
(1) office. Responsible for the daily operation of the organs, and undertake the work of openness, safety, confidentiality, letters and visits, supervision and system construction of the organs. (2) Policy, Regulation and System Reform Department (Foreign Cooperation Department). Study major issues in energy development and reform, and organize the drafting of relevant local laws and regulations. Undertake the legality review of relevant documents and projects, and guide and standardize legal affairs such as administration according to law, law enforcement inspection, administrative reconsideration and administrative litigation in the energy industry of the whole region. Coordinate the work related to energy system reform. To undertake news propaganda and other work. Draw up plans for energy opening to the outside world, and organize and coordinate overseas energy development, utilization and cooperation.
(3) Comprehensive Planning Office. Study the major issues of energy development strategy and put forward strategic suggestions for the development of modern energy economy in the whole region. Organize the formulation of energy development plans, annual plans and industrial policies. To study and put forward the target measures of total energy balance and structural adjustment in the whole region. Responsible for studying the development of energy finance and various energy comprehensive utilization strategies and organizing their implementation. Coordinate and promote the tracking, scheduling and implementation of major energy issues. Undertake comprehensive manuscript work.
(4) Science and Technology Equipment and Oil and Gas Division. Guide the energy industry in the whole region to save energy, reduce emissions and comprehensively utilize resources. Undertake energy science and technology progress and equipment related work. To undertake the development and utilization of oil and gas and industry management, and organize the formulation and implementation of the development plan of oil and gas industry. To undertake the examination, approval and audit of major fixed assets investment projects in the oil, natural gas, oil refining, coal-based fuel and fuel ethanol industries in the whole region according to the prescribed authority. Cooperate with the safety production supervision and management of long-distance oil and gas pipelines.
(5) the power sector. To formulate development plans, plans and policies for the power industry and organize their implementation. Undertake the management and system reform of the electric power industry in the whole region, and cooperate with the related work of the electric power market. To undertake the examination and approval, approval and audit report of major projects of thermal power and power grid fixed assets investment according to the prescribed authority. To study and put forward suggestions on electricity price adjustment and undertake energy storage related work. Cooperate with the supervision and management of safety production of electric power (including energy storage power stations).
(6) Operation Coordination Office. Responsible for the monitoring and analysis, forecasting and early warning, information release and other work of energy economic operation in the whole region, coordinate and solve relevant problems in energy economic operation and make suggestions. Responsible for the overall planning of energy supply security, the adjustment of supply and demand balance of coal, electricity, oil and gas, and undertake the coordination and promotion of the construction of energy production, supply, storage and sales system. Responsible for coordinating and promoting the coordinated development of energy and related industries and undertaking the implementation of major energy projects.
(7) Coal Development and Protection Office. Organize the development planning of coal industry in the whole region, and undertake the examination and approval, approval, filing and audit of fixed assets investment projects such as coal mines, coal washing plants and coalbed methane in the whole region according to the prescribed authority. Undertake the comprehensive management of coal mine goaf disasters and other related work. Undertake the examination and approval, acceptance and audit report of gas extraction and utilization, green filling mining and edge coal recovery in open-pit coal mines according to the prescribed authority. Responsible for scientific and technological innovation and the popularization and application of advanced technologies, processes and equipment in the coal industry.
(8) Coal Production Management Office. Implement the national coal industry policy, be responsible for the structural adjustment of the coal industry in the whole region, and promote the supply-side structural reform of the coal industry. Responsible for the supervision of coal mine project construction and production order in the whole region, and undertake the preliminary design review of coal mine construction projects. Manage the production capacity of coal mines in the whole region, regulate the total coal production in the whole region, and undertake the verification and announcement of coal production capacity.
(9) New Energy and Renewable Energy Division. To undertake the management of new energy, renewable energy and energy development in rural and pastoral areas in the whole region. To organize the formulation of development plans, plans and policies for new energy, hydropower, biomass energy and other renewable energy sources and organize their implementation. To undertake the examination and approval, approval, filing and review of the investment use of fixed assets of new energy and renewable energy in the whole region in accordance with the prescribed authority.
