Legal basis: Article 34 of the Regulations of People's Republic of China (PRC) Municipality on the Openness of Government Information is produced by two or more administrative organs at the same time. After receiving the application for government information disclosure, the administrative organ that leads the production may solicit the opinions of the relevant administrative organs, and the organ that has been consulted shall put forward its opinions within 15 working days from the date of receiving the opinions. If no comments are made within the time limit, it shall be deemed as consent to the disclosure.
