Measures for the Administration of Urban Parking Lots in Huai 'an (20 16)

Chapter I General Provisions Article 1 In order to strengthen the planning, construction, use and management of urban parking lots, standardize the parking order and improve the traffic environment, these measures are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China, the Urban and Rural Planning Law of People's Republic of China (PRC), the Regulations of Jiangsu Province on the Administration of Urban Appearance and Environmental Sanitation and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction, use and management of parking lots within the urban area of this Municipality. Article 3 The term "parking lot" as mentioned in these Measures refers to outdoor or indoor places where all kinds of motor vehicles are parked, including public parking lots, special parking lots and road parking spaces.

Public parking lot is a place that is open to the society and provides parking services for unspecified objects.

Special parking lot refers to the place that provides parking services for vehicles in the unit and residential area, including special parking lot for buildings and parking spaces designated in the building area.

Road parking berth refers to the space designated for temporary parking within the scope of urban roads according to law. Article 4 The planning, construction, use and management of parking lots shall adhere to the principles of government-led, overall planning, supporting construction, legal management and convenient travel, so as to ensure safe, orderly and smooth road traffic. Fifth city administrative departments responsible for the supervision and management of the use and management of urban public parking lots and road parking spaces.

The competent department of urban and rural planning is responsible for the organization, implementation and management of parking lot planning within the scope of urban planning and construction land, and for the planning and management of building parking facilities.

The traffic management department of the public security organ is responsible for the management of road parking spaces.

Development and reform, housing and urban construction, price, finance, market supervision, taxation, transportation, land and resources, civil defense, fire protection and other departments shall do a good job in the construction and management of parking lots according to their respective responsibilities. Chapter II Planning and Construction Article 6 The planning of special parking lot shall be compiled by the municipal urban and rural planning department in conjunction with the municipal urban management, development and reform, traffic management of public security organs, urban and rural housing construction, land and resources, transportation and other departments according to the overall urban planning and traffic development needs, and implemented after being approved by the Municipal People's Government.

The municipal administrative department of urban management shall prepare the annual construction plan according to the special planning of parking lot, and establish the project library.

The parking lot special planning shall not be modified without legal procedures. Seventh adhere to whoever invests benefits, and encourage social forces to invest in the construction and operation of public parking lots.

Urban idle land, in line with the construction conditions of temporary parking lots and the surrounding parking demand, can be set up in accordance with the provisions of temporary parking lots, open to the public.

Temporary parking lots should be hardened, set up corresponding signs and markings, and meet the relevant national, provincial and municipal standards.

Using the space under the urban bridge to set up a parking lot shall comply with the relevant provisions, obtain the consent of the bridge management unit, and take effective measures to protect the safety of the bridge structure and facilitate the maintenance and repair of the bridge. Eighth parking lot planning and construction should be based on the allocation of parking facilities, supplemented by road parking spaces, and strengthen the planning and construction of parking lots in transportation hubs, hospitals, schools, tourist attractions, large and medium-sized commercial places and public places. The allocation and construction standards of parking facilities in construction projects should be adjusted in a timely manner according to the development and changes of economic society and traffic environment. Ninth new construction, renovation and expansion of parking lots shall conform to the overall urban planning, special parking lot planning and parking lot setting norms, and set up special parking spaces for the disabled and electric vehicle charging facilities in convenient locations according to the prescribed proportion. Tenth construction projects with parking lots shall be designed, constructed, accepted and put into use at the same time as the main project.

When the parking lot construction project is completed and accepted, the construction unit shall notify the competent department of city administration to participate. Chapter III Use and Management Article 11 If a public parking lot is opened, it shall, within 30 days after it is put into use, report the relevant examination and approval procedures, parking capacity and management service specifications to the urban management administrative department for the record. Twelfth public parking lots invested by the government, after acceptance, shall be determined by the administrative department of city management or the unit designated by the government through bidding and auction. Thirteenth public parking lot operators should implement the system of city appearance and environmental sanitation responsibility area, do a good job in the daily maintenance and management of the parking lot, ensure the normal operation, and abide by the following provisions:

(a) set up parking facilities such as toll booths and parking lot signs in accordance with the regulations, and publicize the parking lot name, charging standard, number of parking spaces and supervision telephone number in a prominent position;

(2) Specify obvious stop signs, stop direction signs and vehicle access guide signs, and the entrance turnstiles should keep a safe distance from urban roads;

(three) the correct use of the charging system, in accordance with the provisions of the charge and issue legal bills;

(four) the implementation of vehicle parking, safety, facilities maintenance system and management system;

(five) equipped with the corresponding knowledge and skills of parking toll collectors or managers, standardize operations, guide vehicles in and out of the parking lot, and maintain parking order;

(six) regularly check the vehicles in the venue, and report to the public security organ in time if it is found that the vehicles have been parked for more than 30 days or are suspicious;

(seven) the provisions of the state, province and city on other parking management services.
