At the beginning of 2002, after the promulgation of the "Implementation Outline of Citizen's Moral Construction", the street investigated the moral status of community residents and held symposiums of different groups, levels and ages. Comrades of the Street Working Committee found in the survey that community teenagers are generally concerned about study and employment, but indifferent to moral education. Among them, selfish, indifferent to society and others, rude to parents and elders, indifferent to social welfare undertakings, low ambition and superficial understanding of China history are particularly prominent. In view of this situation, the office of the Street Working Committee has established the working policy of "moral construction starts with children", and through a series of moral practice activities, young people can cultivate morality in subtle community practice activities, so that the community can become fertile ground for young people to cultivate morality.
In order to make moral education more targeted, based on the actual characteristics of community teenagers, the street closely combines the spiritual essence of Chinese traditional virtues "loyalty, filial piety, honesty, faithfulness, courtesy, courtesy, honesty and shame" with the main connotation of the 20-word code of conduct for civic moral construction, injecting new era content. Based on the principles of being easy to understand, easy to remember and easy to educate, a community youth moral education committee was established, which was summarized as "responsibility, love, honesty and trustworthiness", and was composed of directors in charge of moral education in schools under their jurisdiction, counselors of brigade, community cadres, parents of students, retired community teachers, deputies to the National People's Congress, and CPPCC members who were enthusiastic about youth education. Regularly study the moral education of teenagers in street communities, evaluate the ideological and moral status of teenagers in communities, and design ideological and moral education activities for teenagers. Over the past three years, more than 8,000 of the more than 6,000 teenagers in the community have participated in Liu De's educational activities, covering more than 90%. "Liu De" education has gradually penetrated into the hearts of community teenagers, silently internalized into moral quality, and subtly influenced their manners.
More than 60% teenagers have made remarkable progress in caring for others and respecting teachers after participating in the education of responsibility and love. After participating in the education of Chinese studies, the vast majority of teenagers show their desire to care about history and yearn for success. In the annual "Educate Liu De to Keep in mind and strive to be a good community teenager" campaign, more than 300 good community teenagers who respect the elderly and love the young, love labor, care for others, are physically disabled and determined, and are enthusiastic about the community have emerged in the streets. "Liu De" education has achieved fruitful results, and the community has truly become a fertile ground for young people's moral cultivation.
