According to the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, institutions engaged in animal diagnosis and treatment activities shall apply to the veterinary administrative department of the local people's government at or above the county level for an animal diagnosis and treatment license. The state implements the qualification examination system for practicing veterinarians. Have a college degree or above in veterinary related major, and pass the examination before obtaining the qualification certificate of practicing veterinary medicine. Those who engage in animal diagnosis and treatment shall also apply to the veterinary administrative department of the local people's government at or above the county level for registration.
A pet hospital or a pet clinic can start business after obtaining an animal clinic license and an animal epidemic prevention certificate, and only need to go through some routine business licenses and procedures, such as an industrial and commercial business license.
