Article 49 The construction administrative departments of the people's governments at all levels shall establish and improve the government information disclosure system for construction projects, standardize the disclosure and release of relevant information such as administrative examination and approval, supervision and management, and policy services in the construction industry, and provide convenience and services for information inquiry, policy consultation and social supervision in the field of construction projects.
The construction administrative department of the provincial people's government shall formulate and improve the construction plan, implementation plan and credit management system of the construction market credit system in the whole province, establish a unified comprehensive supervision information platform of the construction market in the whole province, collect, verify and publish the credit information of all parties in the construction market, and establish credit files of the construction market.
Construction administration, industry and commerce administration, human resources and social security, auditing, taxation, finance, supervision, justice and other relevant departments shall share the credit information related to the construction market.
Article 50 Give full play to the role of trade organizations in the construction of credit system in the construction industry, encourage trade organizations to establish industry self-discipline norms and enterprise credit rating evaluation system according to the basic requirements of credit construction, evaluate the credit rating of relevant subjects in the construction market, and promote the construction of industry credit.
Article 51 Construction units, construction enterprises and their employees shall be honest and trustworthy in construction activities, respect contracts, keep reputation, strictly abide by laws, regulations and contractual agreements in market access, contracting, bidding, contract cost, quality and safety, intermediary services and other aspects of construction projects, and consciously fulfill their social responsibilities.
Give full play to the role of the news media and the public in the construction of the credit system in the construction market, and strengthen public opinion supervision and social supervision.
Fifty-second construction administrative departments should establish a credit publishing system in the construction market, and publish the good credit and bad behavior records of construction enterprises to the public within the prescribed time limit. The specific measures shall be formulated by the construction administrative department of the provincial people's government.
