Real estate consulting agencies only need a business license, not a qualification certificate, and can engage in housing policy, information and other consulting, and cannot be an intermediary for housing leasing, buying and selling.

However, real estate intermediaries must have corresponding qualifications. The three necessary certificates mainly include business license, qualification certificate issued by the Municipal Bureau of Land and Housing Management and qualification certificate of employees.
