The Ministry of Education of China announced that from 2008, the "Examination Integrity File" with the illegal facts and processing results of taking the national unified education examination as the main content will be recorded in the electronic files of college entrance examination candidates and provided to relevant colleges and universities as one of the important basis for colleges and universities to enroll candidates. This is the first time in the history of college entrance examination.

1. The present situation of enterprise credit files in China.
Because China's socialist market economy started late, the mechanism is not perfect. The market credit transaction is not smooth enough, the enterprise credit concept and credit consciousness are not conscious enough, the relevant laws and regulations are not perfect in the credit punishment mechanism, the existence and effective utilization of credit resources are easily ignored, and the credit file management is basically in a loose and unconscious state. The nationwide credit system has not yet been established, and the construction of enterprise credit files has yet to be formulated and stipulated. As far as I know, on March 2, 2004, Shanghai promulgated the Measures for the Administration of Enterprise Credit Files in Shanghai, which is a detailed local regulatory document on enterprise credit files. At the same time, Shanghai Lujiazui (Group) Co., Ltd. and Shanghai Mobile Communications Co., Ltd. initially established credit files. There are few enterprises that set up credit files in the national model essay. Under the WTO environment, it is urgent for China to establish enterprise credit files.
2. The causes of the current situation of enterprise credit files in China.
The fundamental reason for not paying attention to the construction of enterprise credit files lies in the enterprise credit problem in China.
Historical reasons. China has just explored the market economy for 30 years. The market economy in western developed countries has been established for hundreds of years, and the credit status of enterprises in developed countries has also experienced a development process from chaos to order. Enterprise credit in China is a historical issue, which has made great progress compared with the past.
Realistic reasons. The punishment mechanism for social dishonesty has not yet been established. The credit situation depends more on the system under the condition of market economy and the establishment of a whole set of social credit system. The price paid by enterprises for breaking promises should be much higher than the short-term small interests. The history of market economy in China is relatively short. Traditional product transactions are mostly between acquaintances, and the credibility of transactions is also guaranteed by mutual familiarity. It is still a new subject for China to establish a credit system of mutual trust in the whole society. Undoubtedly, the problem of honesty reflects the defects of enterprise management and supervision system, and also reflects that the corporate culture in China and Tong Tong is not mature enough. Some enterprises do not really pay attention to the most important core values of corporate culture [1], and the construction of corporate credit files has not been paid corresponding attention.
After years of exploration, developed countries understand that market economy is based on honesty, with a set of mature ideas and practices, a developed social credit system and clear rules of the game. Some of them can be used for reference. For example, there is a special enterprise credit rating, according to which investors and consumers can judge enterprises. However, in such a short period of market economy development, it is unrealistic for China and Tong Tong to reach the level of enterprise archives construction in western countries, and they can only be gradually improved.
At the same time, we should also see the positive side. With the integration of China and the international economy, great progress has been made in the construction of enterprise credit files. Among them, the credit information database on "Zhongxin. com" provides the main body with the information of enterprise credit inquiry for the first time, which benefits most enterprises and directly or indirectly punishes a small number of dishonest enterprises. In Shanghai, Shenzhen, Beijing and other places, some local regulations on the management of enterprise credit files have also been formulated.
Under the guidance of relevant government policies, the work of enterprise credit archives has developed actively: many places have successively introduced new measures for enterprise credit archives management. An earlier example is: Fujian Province organized the construction of enterprise credit file system through the "Window of Fujian" to form a gathering place for politics, news and consultation in Fujian, so that all relevant enterprises and institutions in the province can enjoy this information dissemination platform. In recent years, similar measures to build enterprise credit file system through network have also been introduced in China.
