(8) According to the Notice of the General Office of the Ministry of Education on Relevant Issues Concerning the Application of Hong Kong, Macao and Taiwan Residents for the Qualification of Primary and Secondary School Teachers in the Mainland (No.1 [2065438]), Hong Kong, Macao and Taiwan residents who study, work and live in our province need to hold a residence permit for Hong Kong, Macao and Taiwan residents and a pass for Hong Kong and Macao residents to and from the Mainland. The academic qualifications, other conditions and procedural requirements for applying for teacher qualification are the same as those for mainland (mainland) applicants.
The certificate of no criminal record submitted by Hong Kong, Macao and Taiwan residents applying for teacher qualification shall be issued by the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province.
Second, the identification object
1. Social workers registered in this city;
2. Social personnel living in this city with household registration in other provinces and cities;
3 Hong Kong, Macao and Taiwan residents who study, work and live in this city;
4. Note: This city refers to Dalian and the cities and counties under its jurisdiction; The applicant has not reached the national statutory retirement age; The application for accreditation of part-time students who have not yet obtained the graduation certificate will not be accepted, except that the applicant's existing academic qualifications have reached the accreditation requirements.
Third, the identification conditions
1. Ideological and moral status
Abide by the constitution and laws, have good ideological and moral character and professional ethics, and be able to fulfill the obligations stipulated in the Teachers Law.
2. Education
To apply for the qualification of teachers in senior middle schools and secondary vocational schools, one should have a bachelor's degree or above;
To apply for junior high school teacher qualification, you should have a college degree or above;
To apply for the qualification of a primary school teacher, one should have a secondary normal school education or above;
To apply for kindergarten teacher qualification, you should have a pre-school teacher college degree or above;
To apply for the qualification of an internship instructor in a secondary vocational school, one should have graduated from a secondary vocational school or above, and have a professional and technical position of equivalent assistant engineer or above or a technical level of intermediate worker or above.
Note: The above qualifications are all national education serial qualifications recognized by the Ministry of Education (including self-taught examinations, amateur universities, night universities and adult universities including full-time >; , online school correspondence > etc.).
To apply for a graduation certificate from Hong Kong, Macao and Taiwan and foreign institutions of higher learning, the graduation certificate must be certified by the Study Abroad Service Center of the Ministry of Education, and provide the Hong Kong, Macao and Taiwan Academic Degree Certificate or the Foreign Academic Degree Certificate issued by the Study Abroad Service Center of the Ministry of Education. The certification conclusion must be "the degree certificate obtained shows that it has the corresponding academic qualifications" in order to be considered valid. Academic information may not be submitted if compared with electronic information in Xuexin.com.
Special note: For the academic qualifications that cannot be directly compared and verified by the national information system (except for secondary vocational schools), the applicant must submit the China Higher Education Academic Qualification Report (applied online at Xuexin.com), otherwise it will not be accepted as unqualified academic qualifications. Applicants are advised to verify their academic qualifications in Xue Xin. If it cannot be verified, please apply for a certification report in time.
3. Test result conditions
Pass the national primary and secondary school teacher qualification examination and obtain the examination certificate issued by the examination center of the Ministry of Education (within the prescribed validity period); Full-time teachers' college students (excluding foreign teachers' college students) who entered the school before June 365438+February 3 1 and February 20138, 2065438, need not submit the national examination certificate to apply for the teacher qualification consistent with their major. As long as you have completed the required courses, passed the examination results and completed the educational practice in the school, you can directly apply for accreditation; 202 1 Postgraduates of Master of Education and normal students at public expense passed the examination of normal students' educational and teaching ability and obtained the teachers' professional competence certificate of normal students (within the prescribed validity period).
4. Putonghua level
It should meet the second-class B or above standard of the Standard of Putonghua Proficiency Test promulgated by the State Language Committee (applicants for Chinese subject must meet the second-class A or above standard), and the Putonghua certificate obtained after June 15, 2003 is valid).
If it is determined that the system cannot verify the applicant's Putonghua proficiency test level, it is necessary to check and verify the original Putonghua proficiency test level certificate on the spot.
5. Physical state

To apply for the qualification category of internship instructor in secondary vocational schools, it is also necessary to provide the original certificate of professional and technical title equivalent to assistant engineer and above or the qualification certificate of intermediate and above workers' technical level.

To participate in the national primary and secondary school teacher qualification examination, submit the examination certificate (printed by the applicant on China Education Examination Network (), and the system can be verified without submitting); 202 1 full-time normal college graduates who meet the direct certification without examination shall submit the professional competence certificate of normal college teachers (those who pass the certification system may not be submitted); Previous graduates of full-time normal universities should submit the original transcripts of compulsory pedagogy, psychology and graduation practice during their school days. If the transcript does not indicate the results of educational practice, it should also be submitted to the appraisal form of educational practice during the school period. The above materials can be taken from the applicant's personnel file.
5. Personal book (the applicant downloads and prints on the online application interface, and I sign it).
6. The recent application for teacher qualification certificate with 1 one-inch bareheaded color photos with white background should be consistent with the photos uploaded during online application (white background, less than 200k, jpg format), and the name, ID number, application qualification type and mobile phone number should be indicated on the back of the photos.
7. Original Putonghua Grade Certificate (Putonghua certificate obtained after June 15, 2003 is valid). If the system comparison is successful, it may not be submitted. If the comparison is unsuccessful, the original certificate shall be issued.
The above-mentioned on-site confirmation audit materials are essential materials for applying for teacher qualification. The applicant will put the materials into the document bag (self-provided) and affix the cover (see annex).
(5) Qualification determination
After accepting the application, the authorized institution makes an accreditation conclusion. According to the accreditation conclusion, the accreditation data is confirmed in the national teacher qualification accreditation management information system of the Ministry of Education and the certificate number is generated.
(6) Inquiry results
Teacher qualification will be completed within 30 working days after receiving all the application materials submitted by the applicant. After the accreditation, the applicant logs on to China Teachers' Qualification Network to check the accreditation results.
(seven) the time and place to receive the certificate.

Five, epidemic prevention and control requirements

(4) During the accreditation period, if the applicant who has passed the teacher qualification accreditation needs to be certified by the accreditation body, please show his/her ID card to the accreditation body for certification.
