Chapter I General Principles

Article 1 In order to strengthen and standardize the infrastructure construction of community day care centers for the elderly, improve the project decision-making and construction management level, give full play to the investment benefits, and promote the development of China's aged care service industry, this construction standard is formulated.

Article 2 This construction standard is the national unified standard for making decisions and reasonably determining the construction level of the community day care center for the elderly, the basis for the preparation, review and approval of the project proposal of the community day care center for the elderly, and the important basis for the relevant departments to review the preliminary design of the project and supervise and inspect the whole construction process.

Article 3 This construction standard is applicable to the newly-built community day care center for the elderly, and the reconstruction and expansion projects can be implemented with reference.

The community day care center for the elderly referred to in this construction standard refers to the facilities that provide day services such as meals, personal care, health care and rehabilitation, entertainment, transportation, etc. for the semi-disabled elderly who cannot take care of themselves completely and need some care in their daily lives.

Article 4 The construction of community day care centers for the elderly must follow the principles and policies of national economic construction, abide by relevant national laws and regulations, proceed from the actual needs of the elderly, comprehensively consider the level of social and economic development, adjust measures to local conditions, and reasonably determine the construction level in accordance with the provisions of this construction standard.

Article 5 The construction of community day care centers for the elderly shall meet the basic needs of the elderly for day care in life care, health care and rehabilitation, and spiritual comfort. Appropriate scale, complete functions, safety and health, and economical operation.

Article 6 The construction of community day care centers for the elderly should be compatible with the level of economic and social development, incorporated into the national economic and social development plan, and make overall arrangements to ensure the government's capital investment, and its construction land should be incorporated into urban planning.

Thirteenth community day care centers for the elderly should be equipped with life services, health rehabilitation, entertainment, security and other related equipment and necessary transportation.

Chapter III Construction Scale and Area Index

Fourteenth community day care center for the elderly construction scale should be based on the number of community residents, taking into account the service radius.

Fifteenth community day care centers for the elderly construction scale is divided into three categories, housing construction area index should comply with the provisions of the table 1. Communities with a high degree of population aging can appropriately increase the construction area according to actual needs. Chapter IV Site Selection and Planning Layout

Seventeenth community day care centers for the elderly shall conform to the city planning and meet the following conditions:

Second, close to medical institutions and other public service facilities;

Three, the environment is quiet, and the protection distance from high noise and pollution sources conforms to the relevant safety and health regulations.

Eighteenth community day care centers for the elderly should be located in the lower part of the building, relatively independent, and have independent entrances and exits. Chapter V Building Standards and Related Facilities

Twenty-first community day care center for the elderly building standards should be based on the physical and mental characteristics and service process of day care for the elderly, combined with the economic level and regional conditions, the structural type of the main building should consider the flexibility of use and leave room for expansion and transformation.

Twenty-second community day care centers for the elderly should conform to the norms and standards of architectural design for the elderly, barrier-free design of urban roads and buildings, and energy-saving design of public buildings.

Twenty-third community day care center for the elderly housing construction should adopt reinforced concrete structure; Its seismic fortification standard should be the key fortification category.

Twenty-fourth community day care center for the elderly fire facilities configuration should comply with the relevant provisions of the code for fire protection design of buildings, the building fire resistance rating should not be less than two.

Twenty-fifth community day care center lounge for the elderly can accommodate 4~6 people in each room, and the distance between the indoor passage and the bed (chair) should meet the needs of wheelchair access and daily care. Twenty-eighth community day care center for the elderly building appearance should be warm, simple and generous, natural harmony, unified logo; Interior decoration shall meet the requirements of accessibility, sanitation, environmental protection and warmth, and shall be implemented in accordance with the relevant provisions of the Code for Architectural Design of the Elderly.

The Decision of the State Council, the Central Committee of the Communist Party of China on Strengthening the Work for the Aged clearly points out that "an old-age care mechanism based on family care, supported by community service and supplemented by social care should be established". The Code for Planning and Design of Urban Residential Areas (GB 50 180) divides residential areas into residential areas (30,000 ~ 50,000 people, 10000~ 16000 people) and residential areas (10000 ~/) GB 50437, the Planning Standard for Facilities for the Elderly in Cities and Towns, clearly puts forward the construction of old-age care centers (community old-age service places, which can be divided into day care and full-time care) in residential areas and communities. In order to adapt to the rapid development of population aging, this standard adopts the predicted value of the national population aging level in 2065 15.3% (population aging level = the number of elderly people over 60 years old/the total population) when calculating the area index. Article 27 This article defines the sunshine, ventilation and lighting conditions of the community day care center for the elderly.

Article 28 This article defines the interior and exterior decoration requirements of the community day care center for the elderly.

The purpose of emphasizing the external color of the community day care center for the elderly and setting up a unified logo is to enhance the sense of identity and belonging of the elderly to the community day care center for the elderly. In order to facilitate the life of the elderly and meet their emotional needs, the indoor decoration of the community day care center for the elderly is stipulated.

Article 29 This article stipulates the power consumption requirements of community day care centers for the elderly.
