Article 1 This Law is formulated in accordance with the Constitution for the purpose of developing sports undertakings, enhancing people's physique, raising the level of sports and promoting the construction of socialist material and spiritual civilization.
Article 2 The State shall develop sports undertakings, carry out mass sports activities and improve the physical fitness of the whole nation. Sports work is based on national fitness activities, and the combination of popularization and improvement is implemented to promote the coordinated development of various sports.
Article 3 The State insists that sports serve economic construction, national defense construction and social development. Sports should be included in the national economic and social development plan.
The state promotes the reform of sports management system. The state encourages enterprises, institutions, social organizations and citizens to establish and support sports undertakings.
Article 4 The sports administrative department of the State Council is in charge of national sports work. Other relevant departments in the State Council manage sports work within their respective functions and powers.
Sports administrative departments of local people's governments at or above the county level or institutions authorized by the people's governments at the corresponding levels shall be in charge of sports work within their respective administrative areas.
Article 5 The state gives special protection to the sports activities of teenagers, juveniles and children, and promotes their physical and mental health.
Article 6 The State supports the development of sports undertakings in minority areas and cultivates minority sports talents.
Article 7 The State develops physical education and scientific research in sports, popularizes advanced and practical achievements in sports science and technology, and relies on science and technology to develop sports undertakings.
Article 8 The State shall reward organizations and individuals that have made contributions to sports.
Article 9 The State encourages foreign sports exchanges. Adhere to the principles of independence, equality, mutual benefit and mutual respect in foreign sports exchanges, safeguard national sovereignty and dignity, and abide by international treaties concluded or acceded to by People's Republic of China (PRC).
Chapter II Social Sports
Article 10 The State encourages citizens to participate in social sports activities to improve their physical and mental health.
Social sports activities should be amateur, voluntary, small and diverse, and follow the principle of adapting measures to local conditions and being scientific and civilized.
Article 11 The state promotes the national fitness program, implements physical exercise standards and carries out physical fitness monitoring.
The state practices a technical grading system for social sports instructors. Social sports instructors guide social sports activities.
Twelfth local people's governments at all levels should create the necessary conditions for citizens to participate in social sports activities, support and help to carry out mass sports activities.
Cities should play the role of community grassroots organizations such as residents' committees and organize residents to carry out sports activities.
Rural areas should play the role of villagers' committees and grass-roots cultural and sports organizations and carry out sports activities suitable for rural characteristics.
Thirteenth state organs, enterprises and institutions should carry out various forms of sports activities and hold mass sports competitions.
Article 14 Trade unions and other social organizations shall organize sports activities according to their own characteristics.
Article 15 The State encourages and supports the exploration, consolidation and improvement of traditional ethnic and folk sports.
Article 16 The whole society should care for and support the elderly and the disabled to participate in sports activities. People's governments at all levels shall take measures to facilitate the participation of the elderly and the disabled in sports activities.
Chapter III School Physical Education
Article 17 Education administrative departments and schools should take physical education as an integral part of school education and cultivate talents with all-round development in morality, intelligence and physical education.
Eighteenth schools must set up physical education class, and take physical education class as a subject to assess students' academic performance.
Schools should create conditions for disabled students to organize sports activities suitable for their characteristics.
Nineteenth schools must implement the national physical exercise standards to ensure that students spend time on physical activities every day during their school days.
Twentieth schools should organize various forms of extracurricular sports activities, carry out extracurricular training and sports competitions, and hold a school-wide sports meeting every academic year according to conditions.
Twenty-first schools should be equipped with qualified physical education teachers in accordance with the relevant provisions of the state to ensure that physical education teachers enjoy the treatment related to their work characteristics.
Twenty-second schools should allocate sports venues, facilities and equipment in accordance with the standards stipulated by the administrative department of education of the State Council.
School sports venues must be used for sports activities and shall not be used for other purposes.
Twenty-third schools should establish a physical examination system for students. The administrative departments of education, sports and health should strengthen the monitoring of students' physique.
Chapter IV Competitive Sports
Article 24 The state promotes the development of competitive sports, encourages athletes to improve their sports skills, creates outstanding achievements in sports competitions and wins glory for the country.
Article 25 The state encourages and supports amateur sports training and cultivates outstanding sports reserve talents.
Twenty-sixth athletes and sports teams participating in major sports competitions at home and abroad shall be selected and formed in accordance with the principle of fairness and merit. The specific measures shall be formulated by the sports administrative department of the State Council.
Twenty-seventh athletes must receive strict, scientific and civilized training and management, and educate them in patriotism, collectivism and socialism, as well as in morality and discipline.
Article 28 The state gives preferential treatment to outstanding athletes in employment or further education.
Twenty-ninth national individual sports associations shall implement registration management for athletes of this project. Registered athletes can participate in relevant sports competitions and teams in accordance with the regulations of the sports administrative department of the State Council. Article 1 These Regulations are formulated for the purpose of strengthening the management of waterway transportation, maintaining transportation order and improving transportation efficiency.
Article 2 These Regulations shall apply to units and individuals engaged in waterway transportation and waterway transportation services in coastal areas, rivers, lakes and other navigable waters of People's Republic of China (PRC).
Article 3 Waterway transportation is divided into business transportation and non-business transportation.
Commercial transportation refers to passenger transportation (including tourism transportation, the same below) and cargo transportation that serve the society and have expenses settled.
Non-operating transportation refers to transportation that serves the unit or itself and does not settle expenses.
Article 4 The Ministry of Communications shall be in charge of the national waterway transportation, and the local transportation authorities shall be in charge of the local waterway transportation.
Local transportation departments may set up shipping management institutions according to the actual situation of waterway transportation management business.

Article 6 Units and individuals engaged in water transport and water transport services must abide by the relevant laws and regulations of the state and the provisions on water transport promulgated by the Ministry of Communications.
Article 7 Without the permission of the Ministry of Communications of People's Republic of China (PRC), foreign-capital enterprises, Chinese-foreign joint ventures and Chinese-foreign cooperative enterprises may not engage in waterway transportation in coastal areas, rivers, lakes and other navigable waters of People's Republic of China (PRC).
Chapter II Operation Management
Article 8 The establishment of water transport enterprises, water transport service enterprises and units and individuals other than water transport enterprises to engage in commercial transport shall be subject to the examination and approval of the transportation authorities in accordance with the relevant provisions of these Regulations and the comprehensive balance of social transport capacity and traffic volume. Measures for examination and approval shall be formulated by the Ministry of Communications.
Measures for the examination and approval of non-business ship transportation that have a significant impact on the management of waterway transportation industry shall be formulated separately by the Ministry of Communications in conjunction with relevant departments.
Article 9 The establishment of a water transport enterprise must meet the following conditions:
(1) Having a transport vessel suitable for its business scope;
(2) Having relatively stable customers or sources of goods;
(three) engaged in passenger transport, it shall implement the port (station) where passenger ships call along the way, and provide corresponding service facilities;
(4) Having an organization and person-in-charge for operation and management;
(5) Having its own liquidity suitable for the transportation business.
