In the process of promoting the development of prefabricated buildings, due to the weak foundation of Hainan's construction industry, some cities and counties don't understand the policy of developing prefabricated buildings, and the construction market has subjective fear of difficulties for prefabricated buildings. There is still room for improvement in the proportion of prefabricated buildings in Hainan's new prefabricated buildings.
In view of the problems existing in the promotion of prefabricated buildings in the past two years, the Provincial Department of Housing and Construction asked the Provincial Department of Natural Resources and Planning, the Provincial Development and Reform Commission and other departments for revision opinions, and received more than 30 feedback opinions. After repeated discussions, the measures of 13 were revised and formulated to accelerate the development of prefabricated buildings.
Clear responsibility
Clarify the examination and approval responsibilities of all links in the construction of prefabricated buildings.
In the first article, the Notice clarifies the main responsibilities and tasks of various government functional departments in the main links such as land transfer, planning and construction supervision.

The "Notice" clearly stated that "the city and county governments shall not decide the construction method of the project in the form of meeting minutes, instructions and instructions". Liu Lianwei said that whether a project is suitable for prefabricated buildings should be a technical problem in theory, and professional judgment should be made according to the specific scheme of the project, including whether it is necessary to adopt irregular and out-of-code structures and special technical or spatial conditions. It needs industry technical experts to judge from different angles, and it should not be decided by the city and county governments with a meeting minutes, instructions or instructions. In our work investigation, it is found that it is quite common for some cities and counties to decide that projects will not be assembled in the form of meeting minutes, instructions and instructions.
In addition, when expert review and judgment are needed, the Notice further clarifies the expert review process that the project is not suitable for assembly construction due to technical reasons. The notice requires that the projects that are not planned to be built by assembly method due to technical reasons should not be classified according to provincial key or over-limit and general projects. All projects should be reported to the office of the joint meeting of assembly buildings in the province to organize expert review and determination, and the composition and number of experts should be clarified, that is, the expert group consists of no less than 7 experts and drawn from the expert database of assembly buildings in Hainan. At the same time, it is also stipulated that the evaluation must be agreed by more than three-quarters of experts, that is, when the expert group consists of seven experts, each expert needs to express his independent opinion, and no less than six experts clearly indicate that the project has technical difficulties and can not meet the specific requirements of "the assembly rate of prefabricated concrete structures is not less than 50%" in the Calculation Rules for the Assembly Rate of Prefabricated Buildings in Hainan Province.
Industrial distribution
Optimize the assembly building industry agglomeration and scientific and technological innovation support.
The "Notice" clarifies that the upstream and downstream industries such as R&D, spare parts production and construction, decoration, consulting services and training of prefabricated buildings and green buildings in our province should be accelerated. Overall planning of the production capacity layout of assembled buildings, except for the existing assembled construction industrialization bases in Chengmai, Ding 'an and Wanning and the proposed assembled base in Sanya, in principle, the production capacity of newly-added assembled building parts should be centrally planned and distributed to Lingao Jinpaigang Development Zone.
Accelerate the formulation of standards for prefabricated building components, deeply tap the production potential of existing prefabricated building components in our province, and strictly control the quality of prefabricated building components. Encourage enterprises, institutions of higher learning and R&D institutions to increase R&D investment, and carry out technical research on building isolation, anticorrosion, waterproofing and sunshade under strong typhoon, high temperature, high humidity and high salt conditions.
Vigorously promote the technical application of building information model (BIM) in all aspects of building life cycle, such as standards, design, production, construction, operation and maintenance, support enterprises, universities and R&D institutions to develop production equipment with rich products and high automation, and strengthen the support of scientific and technological innovation. Actively introduce design, construction enterprises and scientific research teams with practical experience in the field of prefabricated buildings for the whole country. Cultivate a group of talents who are familiar with assembled buildings and building information model (BIM) technology. Actively promote vocational skills training and train a group of assembled construction workers.
For the prefabricated construction industry, according to the relevant provisions of strategic emerging industries in our province, we will enjoy policy support such as manufacturing, scientific and technological innovation, finance and taxation, and encourage qualified enterprises to actively declare high-tech enterprises and technologically advanced service enterprises in Hainan Province, and enjoy corresponding financial subsidies or preferential tax policies according to regulations.
Liu Lianwei said that all the above clauses are based on improving the industrial capacity of prefabricated buildings in our province and strengthening the overall layout. It is expected that the shortcomings will be filled as soon as possible from the aspects of promoting the industrial level, personnel training and scientific and technological innovation ability, improving the level of prefabricated construction industrialization, reducing incremental costs, solving the weak foundation of the construction industry in our province and realizing the transformation and upgrading of the construction industry in our province.
Development goals
By the end of 2022, the proportion of prefabricated commercial housing construction will not be less than 80%.
The "Notice" proposes that by the end of 2022, the proportion of annual commercial housing implementation plans in cities and counties will not be less than 80%. After the application of the Provincial Department of Housing and Urban-Rural Development, the projects that meet the national evaluation standards for prefabricated buildings can be appropriately increased. Liu Lianwei said that this clause is a supplement and improvement to the problems existing in the promotion of prefabricated buildings. During the popularization and application of prefabricated buildings in 20 19 commercial housing project, a large number of planned construction indexes of commercial housing were used in traditional cast-in-place construction projects to solve the problems left over from history, which deviated from the original intention of increasing the application ratio of prefabricated buildings in new commercial housing. Therefore, the index can not only ensure the application proportion of prefabricated buildings in new commercial housing, but also solve the objective needs of some projects that are really not suitable for prefabricated construction and historical problems.
The circular encourages public buildings with a single area of more than 20,000 square meters, such as airports, railways, highways, ports and other libraries, exhibition halls, industrial plants, passenger stations, office buildings, schools, hospitals and parking buildings, and super-high-rise buildings in areas with seismic fortification intensity of 8 degrees, giving priority to steel structures (including steel-concrete; Composite structure) is built by assembly. Encourage municipal infrastructure such as urban bridges, pipelines and corridors to actively use assembled parts to build. Encourage the reconstruction of dilapidated buildings in rural areas, community activity centers (rooms), police offices and other construction projects suitable for standardization and modularization to adopt assembled construction. Liu Lianwei said that this is based on the characteristics of the technical system of prefabricated buildings, guiding long-span public buildings to adopt steel structures, and encouraging municipal infrastructure, community service centers and other projects suitable for standardization and modularization to adopt prefabricated buildings.
The notice also pointed out that in principle, the EPC model should be adopted for prefabricated construction projects, and key links such as design, construction and component production should be considered as a whole. In principle, the bidding stage of general contracting of projects should start after the project proposal or scheme design is approved. Assembled construction projects with an assembly rate of over 60% and only a few potential bidders to choose from may be invited to bid. Liu Lianwei said that the proposal of this clause is not only a summary of the experience gained in the popularization of prefabricated buildings in the standardization construction of primary medical and health institutions in our province, but also a further strengthening of the "key tasks" in document 100.
Policy incentives
Measures for the implementation of the volume rate reward for prefabricated buildings within a time limit
The "Notice" makes it clear that the municipal and county governments should introduce measures to implement the floor area ratio reward of prefabricated buildings within a time limit and ensure the full implementation of the floor area ratio reward policy stipulated in document 100. For projects under construction or under construction that meet the volume rate incentive policy, enterprises can apply for volume rate incentive indicators in other projects of the enterprises where the projects are located.
Liu Lianwei said that this is mainly to solve the outstanding problem that the floor area ratio incentive measures in document 100 have not been implemented, reflecting the government's integrity. A few days ago, the Department of Resource Planning and our office jointly issued the Notice on Accelerating the Formulation of the Detailed Rules for the Implementation of the Volume Rate Award for Prefabricated Buildings, clearly stating that all cities and counties should introduce the detailed rules for the implementation of the Volume Rate Award for Prefabricated Buildings in this city and county before June 30 this year.
Enhance accountability
If the construction unit fails to perform its duties, it will be included in the bad credit record.
The "Notice" clarifies that relevant departments of provinces, cities and counties should share project information such as project initiation, preliminary design (filing) approval, land transfer and planning permission (filing) with member units of the joint meeting of prefabricated buildings in provinces, cities and counties through the government information platform. Housing and urban-rural construction departments at all levels should strengthen the follow-up supervision and technical guidance of the project.
The "Notice" emphasizes that informed criticism or interviews will be conducted for cities and counties that fail to implement relevant regulations in all aspects of the promotion of prefabricated buildings. If the circumstances are serious, the annual commercial housing plan index will be stopped. The project construction units, survey and design institutions, drawing review institutions, construction general contracting enterprises and relevant responsible persons who fail to perform their duties seriously will be included in the bad credit records and made public.
Liu Lianwei said that all parties involved in project implementation, such as administrative examination and approval departments, project construction units, survey and design, should be brought into the supervision and accountability system. At the same time, information should be made public and shared, and the cage of the system should be truly fastened to ensure the implementation of various policies and measures.
