College graduates who have been employed and started businesses in Han within 6 years after graduation and have paid social insurance normally since June 7, 2022, and whose families have no own houses in Han, and who rent talented people's rental houses, will pay the rent at a rate not higher than 70% of the market rent, and the cumulative reduction and exemption period will not exceed 3 years.

Full-time doctoral students and full-time master students are exempted from paying rent for 2 years and 1 year respectively, and the rent-free amount does not exceed 2,000 yuan per month and 1.500 yuan respectively. University graduates with the same conditions who lived in China before June 7, 2022, who have rented a talent rental house for less than 3 years, will pay a rent not higher than 70% of the market rent for the remaining period within the validity period of their qualifications.

Starting from June 7, 2022, I started my business in Han and paid social insurance normally. I have obtained a full-time junior college degree or above from an ordinary university (including an overseas university recognized by the Ministry of Education), and my family has no own house in Han within 6 years after graduation. According to the family, unmarried graduates refer to themselves and their parents, while married graduates refer to both husband and wife and their minor children. No self-owned housing in Han refers to that I and my family have no self-owned housing or rented public houses in our city, and only have housing in the new urban area and start a business across regions, so they can apply for renting housing for talents at the place where they start their business.

1. Application materials:

(2) qualification examination. Qualification examination should be conducted in parallel. The human resources and social departments of all districts shall complete the examination of university graduates' academic qualifications within 2 working days. The district housing management departments shall complete the verification of the housing situation of the applicant's family in this city within 2 working days. After the audit is completed, the applicant will be informed of the audit results by SMS, and the applicant can also log in to Wuhan Talent Service Network to inquire about the results.

(3) Query the rental house. After the talent rental housing meets the occupancy conditions, the district housing management department will issue a notice of rent allocation through the "Wuhan Talent Service Network" to clarify the rent allocation matters. Renting a house can give priority to newly introduced talents in this field, such as doctoral students, master students and other talents. Applicants can log on to Wuhan Talent Service Network to inquire about the housing situation.

(4) choose a house with rent. Within the specified time, the applicant participates in the house selection. If the house is selected successfully, the district housing management department shall notify the eligible applicant to sign a lease contract with the operating agency where the house is located. Centralized allocation of surplus housing and vacating housing, all districts should timely publish housing information on the service platform, dynamically allocate rent, and in principle notify subsequent applicants or waiting objects to directly allocate rent according to the application order. According to the actual needs, we can also push the dynamic rental information to all kinds of talents with rental qualifications to improve the efficiency of rent distribution.

(5) sign a contract. In principle, the talent rental housing contract is signed once a year, and the lease term shall not exceed 3 years. In the contract, it should be stated that if the talents who have moved in change and no longer meet the living conditions of talents, they should take the initiative to inform the operating institutions in time and deal with them according to the policy. All districts should regularly review the qualifications of talented people's housing, and deal with them in a timely manner according to the laws and regulations according to the changes of talented people's families.

Talent rental housing should be withdrawn after the lease expires. If necessary, it can be extended for up to 2 years upon my application, and I will not enjoy preferential government rent during the extension period. After staying in the rental housing for talents, if talents need to change houses across regions due to work reasons, they may apply to the housing management department of the proposed transfer area. After the intention of renting is reached, a new lease contract can be signed only after the original talent rental house is withdrawn, the relevant expenses are settled and the contract is terminated for the record.

Among them, the monthly subsidy for doctors is not more than 2,000 yuan, and the monthly subsidy for masters is not more than 1500 yuan. Those who continue to enjoy preferential rent after the end of the rent-free period will be subsidized according to the difference between the actual contract price and the discounted price, and enjoy preferential policies for no more than 3 years. Full-time undergraduates who enjoy preferential rent shall be subsidized according to the difference between the actual contract price and the preferential price.

University graduates who rent a house can apply for settlement in the "community public housing households" where the unit collective households or units work.

Article 2 Provide guarantee for talents to live in peace. Adhere to government leadership, urban linkage, social participation and resource sharing, and vigorously promote the construction of talent apartments through multiple channels. Set up a talent apartment construction fund, formulate preferential support policies, increase the supply of land for talent apartments, and build more than 500,000 square meters of talent apartments every year by means of government construction, purchase, lease, commercial housing distribution, and support for employers' preparation, so as to reach the total scale of talent apartments that meet the rental needs of 200,000 people within five years. Ordinary college students who have started a business in Han within 3 years after graduation and whose families have no housing in this city can apply for talent apartments, and can rent them for up to 3 years after graduation. College students who have graduated within 3 years can start their own businesses in the new city (including Hannan District) and buy the first house in this district, which is not restricted by the purchase of houses. Establish a "talent housing voucher" system, and the government will issue "talent housing vouchers" in the form of incentives according to the number of college students employed and tax payment, which will be used for enterprise talents and college students to buy and rent housing.
