Legal basis: "Regulations on the Operation and Management of Urban Rail Transit" Article 5 At the stage of soliciting opinions on the planning and construction of urban rail transit network, the competent department of urban rail transit operation should comprehensively consider the factors such as the connection with urban planning, the passenger demand of urban rail transit, and operational safety guarantee. Network layout and scale, transfer hub planning, construction sequence, resource sharing, integrated emergency command system network construction, line function positioning, line system format, system scale, and so on. The competent department of urban rail transit operation shall put forward opinions on passenger flow forecast, system design transportation capacity, traffic organization, operation management, operation service and operation safety at the stage of soliciting opinions on the feasibility study report and preliminary design document preparation of urban rail transit project.
