The enterprises mentioned in the preceding paragraph refer to enterprises as legal persons and other economic organizations engaged in business activities within the administrative area of this Municipality.
State organs mainly refer to industry and commerce, finance, national tax, local tax, labor security, quality and technical supervision, drug supervision and management, construction, environmental protection, water conservancy (water affairs), radio and television, public security, price, housing management, health, urban management, customs, people's bank and other relevant government departments and people's courts.
Relevant units refer to institutions, social organizations and other organizations authorized by laws and regulations and entrusted by administrative organs to undertake administrative functions according to law. Article 4 The information management institution of Suzhou Municipal People's Government (hereinafter referred to as the information management institution) is responsible for guiding, organizing and coordinating the credit information management of enterprises within its administrative area. Article 5 Suzhou Enterprise Credit Information Service Center (hereinafter referred to as Credit Information Center) is specifically responsible for the collection, disclosure, use and management of enterprise credit information, and undertakes the establishment, daily maintenance and management of Suzhou enterprise credit information system. Article 6 The Suzhou enterprise credit information system established in accordance with these Measures collects, integrates and publishes enterprise credit information through computer networks, realizes information interconnection and sharing between state organs and relevant units, and provides basic information services for administrative management and information inquiry services for the society. Article 7 The collection, disclosure, use and management of enterprise credit information shall follow the principles of objectivity, fairness, impartiality and standardization; State secrets and business secrets should be kept and personal privacy should be protected. Chapter II Collection of Enterprise Credit Information Article 8 Collection of enterprise credit information refers to the activity of collecting, classifying, sorting and storing enterprise credit information by the credit information center to form an enterprise credit information system. Article 9 The collection of enterprise credit information includes two ways: information providers and enterprises' self-declaration.
Information providers are the state organs and relevant units referred to in the third and fourth paragraphs of these Measures. Information providers provide real, legal and complete enterprise credit information to the credit information center in a timely and accurate manner according to the specific items, scope and standards determined by the municipal government through computer networks.
Enterprises can report to the Credit Information Center the information required for filing, such as enterprise qualification grade, product and management system certification, trademark registration and recognition, bank credit rating, legal honor obtained by enterprises or products, etc. If an enterprise applies for credit information by itself, it shall provide the original proof materials to the credit information center. Tenth enterprise credit information collection scope:
(1) Basic information of the enterprise: registration number, organization code, enterprise name, legal representative, domicile, registered capital, business scope, business mode, enterprise type, industry, registration authority, date of establishment, business term, bank and account number, whether it is a general VAT taxpayer, tax registration certificate number, accounting method, tax registration verification and renewal, taxpayer nature and tax management status, and joint annual inspection of enterprises.
(2) Business operation: total assets, total liabilities, owners' equity, paid-in capital, output value, turnover, after-tax profits and losses, etc. ;
(3) Credit status of enterprises: qualification certification, qualification confirmation, credit rating of enterprises by financial institutions, etc. ;
(four) the relevant information about the enterprise's obtaining and implementing the administrative license;
(5) All bad credit records entered into the enterprise credit information database;
(6) Other credit information that the enterprise agrees to disclose or that is not prohibited by laws and regulations;
(seven) to provide other information provided by the unit in accordance with the provisions. Article 11 The enterprise credit information collected by information providers according to law shall be provided to the credit information center within 15 working days from the effective date of the credit information. If the credit information that has been provided and publicized changes or becomes invalid, the original information provider shall put forward suggestions for modification and deletion within 15 working days from the date of information change or invalidation. Article 12 The entry, alteration, addition and deletion of enterprise credit information must be based on legally binding documents.
The credit center shall not change the enterprise credit information without authorization. Chapter III Disclosure of Enterprise Credit Information Article 13 The disclosure of enterprise credit information includes publicity and inquiry of enterprise credit information.
The publicity of enterprise credit information refers to the behavior that the credit information center publishes important credit information in accordance with the relevant provisions of credit information management after integrating the enterprise credit information provided by information providers.
Enterprise credit information inquiry refers to the behavior of the public to obtain relevant enterprise credit information through inquiry in accordance with the relevant provisions of credit information management.
